Town of Reading C'R;'fa CLE Ad-hoc Amplified Sound Committee (ASC) Second Meeting:Tuesday 1/3/12 qn� p[;.i -y PM 62 40 Town Hall Conference Room Present: J.Bonazoli,P.Conboy,A.Chase,L.Weir,J.Halsey Absent C.Caruso,K.Kammer Attending: J.Feudo Meeting opened 7:13 AM. Approve minutes of 11-22-11 and 12-2611: 5-0-0 Amend Minutes:L.Weir noted the 12/20 minutes should have stated that she did not believe the stakeholders responded in the survey. Rule 4 discussion: J.Halsey felt strongly that there needed to be language in the rule allowing for a variance. J.Halsey wondered if there was a way to have the BOS review variances. He stated Symonds way only have three neighbors with in 1000 it of the park. J.Halsey recommended that language for the variance state that any permit request for deviation from Rule 4 usage must come before the Board of Selectmen for a public hearing. P.Carboy felt that lust because there are only three neighbors it was not proper to change the way the policy was written. L.Weir stated she would want to know the escalation process as a neighbor. J.Bonazoli stated that the escalation process needs to be identified in the rule. He stated he believed the policy still does not give the proper guidance to the governing body. He stated that a public hearing process should be included as well as that step was missed in the initial issue. Definition of amplified sound as voted by the committee: Amplified Sou nd—A voice,music or any sound extended above and beyond a normal range by electric device or a secondary means i.e.radia,megaphone or non-electric equipment. Committee voted in favor of definition by vote of 5-0-0. J.Bonazoli said he would work on im plementi ng the definition of amplified sound and the wording for the variance and public hearing. He will then forward to the committee for review. The committee should send all comments back to J.Feudo who will fl nalize the final draft of Rule 4. The next meeting will be on January 10"at 2:00 AM. At that meeting the final draft will be set and a public hearing will be scheduled for the week of January 23—most likely Thursday Night,January 25r". J.Bonazoli made a motion to adjourn. J.Halsey seconded the motion. Vote to adjourn 5 0-0. Meeting closed 8:28 AM
