Ad-hoc Amplified Sound Committee (ASC)
Second Meeting:Tuesday 9-27-11

Present:J.Bonazoli,C.Caruso,P.Carboy,A.Chase,K.Kaminer,L.Weir,J.Halsey
Absent:None
Attending:P.Hechenbleikner,J.Feudo
Meeting opened 7:00 AM.
Approve minutes of 9-13-11:Hechenbleikner offered corrections: Matt Casey was the Reading Patch Representative.
"It was reported that one member of the BOS suggested^"gym..RRA Ag that the section in the guidelines that addresses"sound
amplification"should be a separate section."
Approved as amended:7-0-0
Committee members received information from J.Feudo:
• schedules of fields,all seasons
• report of solicitation of sound policy from surroundingtowns. Conboy disappointed that other towns do not have
specific sound policies. Policies general in scope geared towards"nuisance"levels.
• Draft Work Plan(DWP)
Discussion of DWP: How does ASC solicit townspeople for input? Hechenbleikner:notice to neighbors. Caruso:town wide
notification. Hechenbleikner: town wide can answer online survey,neighbors notified directly. Bonazoli:get input from
townpeople,park users,and neighbors. Online might be easier than public hearing.
Chase:How detailed should the new policy be written?
Bonazoli:Must look at"appropriateness"and"how much". Define"sound"is it music or announcing?
Kaminer:presently the usage of amplified sound on fields is occasional and not routine
Hechenbleikner: RMHS band gets most complaints but that is the function of the band
Caruso:remember that RMHS band is"our"band or"our"team. Non-resident teams or groups should be treated differently as
regards this policy.
Bonazoli:we have amplified sound now. Should we eliminate it altogether?
Carboy,Weir,Kaminer,Halsey:No
Caruso:we have amplified sound for announcing. Amplified music is different.
Hechenbleikner:Time of day,day of week,time of year should be considered.
Suggestion that amplified equipment should be consistent. Halsey suggested the equipment could be donated. Committee
members declined the suggestion.
Halsey: users of amplified equipment could receive training from town authority on proper usage.
Kaminer:if so,training should be about appropriateness rather than equipment usage
Hechenbleikner and Weir depart meeting at 7:27 AM.
Carboy:current sound usage is occasional. Should type of music be a consideration?
Caruso: Sound is more bothersome than light. Playing of National Anthem and public address announcing acceptable.
Amplified music is not.
Bonazoli:amplified sound is appropriate. We need standards for levels of sound and types of sound. Policy should be general
but have definite guidelines for usage.
Ka miner: ASC should present Rec Committee with definite recommendations
Caruso: Can ASC get maps of parks with private houses proximity
