Ad-hoc Amplified Sound Committee (ASC)
Second Meeting:Tuesday 10-11-11 8111 OCT -9 PM 6: 40
Town Hall Conference Room
Present:C.Caruso,P.Conboy,A.Chase,K.Kaminer,L.Weir,J.Halsey
Absent:J.Bonazoli
Attending:P.Hechenbleikner,J.Feudo
Meeting opened 7:00 AM.
Approve minutes of 9-27-31: 6-0-0
Committee members received Information from J.Feudo:
• Maps of all fields with a 500 foot buffer
Topics discussed:
• Should all town events be Included in new policy? Town Street Faire
• Some things are free speech that cannot be regulated
• Music is different than speech
• Consider volume,length of time,quality of sound
• Sound that is out of ordinary,not routine
• There are expected sounds associated with a recreational facility
Site Walks:
• 10-21-11 RM HS Football Game 7:00 pm
• 10-22-11 Pop Warner Youth Football 12:00 pm to 5:00 pm
RMHS Baseball coach wants to have music between innings at RM HS games. C Caruso said that music between baseball innings
is not"normal". A band concert at memorial Park,the RMHIS marching band,people cheering is"normal"sound and should
not be regulated. J.Halsey thought the music between innings would maintain an interest level for youth. Baseball numbers
are declining and lacrosse numbers are increasing. C Caruso thinks Reading organizations should be treated differently than
private organizations.
Possible Policy Guidelines to Consider:
• Limit of duration of use (3 hours suggested)
• Type of sound
• Level of sound
• Number of times an organization can get permit per season
• Charge heavily for permit..$100/permit suggested
• Different rules for each park
• Applicant must appear before Recreation Committee for initial permit.
Committee members charged with creating draft guidelines for discussion at next meeting.
