Minutes of January 7, 1985
Attendance: Paul Dustin, Vice Chair, Paul Landers,John Russell and Mary Ziegler,
Selectmen and Carol for John Agnew,Executive Secretary.
Firearms License: Mr. Russell moved that the Board of Selectmen award a license to
sell, rent or lease firearms, shotguns and rifles and ammunition to Lawrence Henderson,
doing business as the Shooter's Den, 15 High Street, Reading, Mass. Through December
31, 1985. Seconded. Vote: Unanimous.
Report or the Chairman: Mr. Dustin read a letter from Lawrence Drew regarding
registration of new voters for the Town Election. The intent is registration would still be
available at Town Hall. Requested Mr. Drew to attend to clarify proposed motion
language. Mr. Drew stated the state law required registration by precinct unless the
Selectmen voted contrary. Mr. Russell moved that the Board of Selectmen dispense with
the registration of voters by(in the)precinct in accordance with Chapter 51, Section 30 of
the General Laws for the Town Election scheduled for March 181h. Seconded. Vote:
Unanimous.
Class 2 Used Car Dealers License: Applicants stated they had acquired the property
from John (name). Mr. Russell moved that the Board award, subject to signing of the
required tax forms, a class 2 dealer's license to Foreign Cars of Reading, Inc., 34 Salem
Street,Reading, Mass., the owners being David L. Marone, President and Dennis Brown,
Secretary, and David L. Marone, Treasurer. Seconded. Vote: Unanimous.
Common Victualer's License: Mr. Dustin stated he heard Wes Parker's had been sold.
Carol said they had contacted them and at this time there has been no sale. Mr. Dustin
said by previous vote the Board would allow the Selectmen's Office to issues the license.
He called attention to the letter from the Planning Board in the packet. Mr. Dustin
suggested the Board those involved in the consolidation to come in for a meeting.
Liaison Report: Mr. Russell said the new hires started today and it was a low fire
weekend. Mr. Dustin reported there were 60 police officers reporting for duty. And the
Chief has made arrangements to get the female officer into the training program.
Discussed early hiring before retirements versus overtime expenses. He said he would
clarify with the Police Chief Mrs. Ziegler reported that Jim(name) died last week.
Carol said it was a small private service.
Approval of Bills: Mr. Russell moved that the Board of Selectmen approve payment
from the deductible account of$191 payable to the insurance company in the matter of
the Town versus Stoneham Savings Bank. Seconded. Vote: Unanimous.
Unemployment Claims: This item was postponed until the next meeting for
clarification.
Pearl Street School: The School Department has requested return of two rooms at Pearl
Street School for School purposes. Board expressed concern as to who the users would
be and asked for further clarification.
Correspondence: Letter was received from the Commonwealth regarding a designee to
the Massachusetts Water Resources Authority and unless someone is specifically
appointed, the representative of the town will be its chief executive officer. Tony
Fletcher has asked to be appointed. Mr. Dustin suggested the appointment should be for
the Superintendent of the Board of Public Works. Mr. Russell moved that the Board of
Selectmen appoint the Superintendent of the Board of Public Works as its designee to the
Massachusetts Water Resources Authority. Seconded. Vote: Unanimous. Mr. Fletcher
is the present holder of that position.
Appraiser: Mr. Russell moved that the Board of Selectmen appoint as a second
appraiser Robert J. McCarthy, MAI, President of Dolben Appraisal and Consulting
Company, Inc., in the amount of$4500, appraisal to be submitted within 30 days of
authorization. Seconded. Vote: Unanimous.
Fire Department: Chief has recommended the addition of a fee of$25 for quarterly
inspection of nursing homes and $25 for plan reviews and a flat rate of$5 for copies of a
report. Mrs. Ziegler stated the Building fees went before Town Meeting and inquired
whether these needed Town Meeting approval.
