Approval of Minutes from February 12, 2018 Motion: To approve the minutes from February 12, 2018 (Verrier/Grimes) 6-0-0 II. Financial Report a. FY2018: Financials are running on track. Final quote for donor board production has not arrived, but will likely be more costly than expected due to materials selected. Discussed possible funding sources. Board recommends using State Aid. b. FY2019 Override Proposed budget revision: Ms. Lannon revised the budget narrative and presentation to help clarify budget amounts and usage. A more detailed discussion of Sunday hours will happen if override passes and funds become available. Ms. Collins suggested a further clarification in the Overview paragraph, stating amounts of materials and program lines separately. Motion: To approve the FY19 override budget as amended, for Town Manager to share with to the Financial Committee (Brzezenski/Verrier) 6-0-0 c. FY2019 Classification/Compensation plans: The new classification and compensation plans were recently voted at a Board of Selectmen meeting. Due to an oversight, this new plan does not include our new library technician position. It will be added in the future. III. Director's Report a. Building Facilities update: i. An Eagle Scout project was approved by Ms. Lannon for installation of two flags (Massachusetts and United States) outside the building on the Middlesex Avenue side. Eagle Scout candidate Kevin Yatsuhashi Page I 1 will work on this project over the next few months. His hope is to complete it in time for a flag raising ceremony on Flag Day. The current plan is for the flags to be illuminated for some portion of the evening, but not overnight. ii. The Facilities Department is working with Delphi on a few items: Fixing laminate that is peeling off of walls and cabinets in various areas, and replacing wooden doors that are cracked. iii. Ms. Lannon is working with Facilities on a few items: Investigating design and installation of a safety glass barrier on the patio, and installing new stairs up to the mechanical area on the patio. She is also in discussion with them about installing safety bollards in the parking lot near the book return, and painting "no parking" or other directions in certain parking lot and driveway areas. Facilities is replacing ceiling tiles that had water damage and repairing thresholds on the patio that are causing leaks. iv. The elevator company will come out to test the elevator and ensure door closing delay was implemented correctly on both doors. b. Outreach report - Ms. Lannon and Ms. Waring attended Massachusetts Library Legislative Day at the State House on March 6. Ms. Lannon shared funding information from the Massachusetts Board of Library Commissioners and urged Trustees to contact their legislators. The Library is working with Dementia Friendly Reading on various initiatives. We are partnering with the Town of Reading and the Chamber of Commerce for our first New Resident Open House on March 20. We recently worked with the Town Clerk to host two voter registration mornings in the lobby, and plan to do this again in the fall. c. Programming - This week we'll host award-winning author and illustrator Javaka Steptoe on March 14. A summer reading kickoff outdoor festival is being planned for Friday, June 22. Our fall program theme is health and wellness; we are working with Dementia Friendly Reading to plan sensory- friendly and dementia-friendly hours. d. Disaster Preparedness/Response Planning - A plan is almost complete, and will be on file with the Fire Chief. e. Preservation Assessment Grant Application - The application draft is complete. Final application is due early April, and we will hear back in July. f. Staff development/Performance review - Ms. Lannon will attend the Public Library Association conference in Philadelphia next week. In May, staff will attend the Massachusetts Library Association annual conference. Ms. Lannon shared results of the employee engagement survey parts 2 and 3. Annual employee performance reviews are coming up this spring. IV. Policies: Political Activity Policy - Draft and discussion The new policy was discussed. Motion: To approve the Policy on Political Activity in the Library (Grimes/Dubois) 6-0-0 V. Other business Mr. Grimes raised a question about Amazon shipping fees that he noticed in the invoices.
