BMCA is approximately 150 acres of protected land .once coveted breeding ground of theAmerican Woodcock (Scolopax minor). In recent year the American Woodcock has disappeared from the two meadows causing much concern with the trails committee and local birders. The study will'be designed to improve habitat for the Bluebird (Sialia sialis), Vernal pool and to help different species use the upland meadow area to lay their eggs. One of the Trials Committee's priorities is cutting back the trees in both meadows to the original size, opening up the fields to the historic stone walls that border the forested upland. In its current'condition Bare Meadow could supports two breeding pairs of American Woodcock. The _$3,000 request was not considered an accurate amount to fund the study because the scope of services was not defined and therefore bids have not been requested. The $3;000 is ballpark for the work according, the Kim Honetschlager. Ms. Honetschlager recommended concentrating on management and biodiversity items that can be worked on overtime the Commission and Trails.Committee. Annika Scanlon asked that the trails committee look into other sources of funding to offset some of the $3,000 request. Dave Pinette and Mike Flynn will look into other funding and discuss, their findings at the. next meeting. The fence style and height was discussed; an accommodation for animal passage,was requested. The hearing has been continued until the applicant can arrange time for the Commission to conduct a site visit to verify. -the wetland flags in the field. Tentative site visit time frame, " Tuesday December 12th at 10 am NOI 270-0694: -738 Pearl Street Map 56 Lot 8, Fitzgerald Mr. Fitzgerald proposes.to build an addition with a garage and install 1,000 gallon drywell. Mr Flynn asks that an applicant submit an operation and maintenance for the drywell. It was discovered on the site walk that. yardwaste was dumped in the wetland resource. area. Ms. Scanlon asked that the yard waste be removed as part of this project. Ms. Scanlon also asked for a new plan with the operation. and maintenance plan on itand the elimination of flag 7A on'the new plan. The Commission will accept flagIA through 6A remove 7A and.then continue from '..- 8A to 12A: Ms. Scanlon requested that after the yard waste was removed the bare soil get seeded with New. England upland seed mix or wildflower flowers mix. Overflow devices need to be added to the downspouts that deliver water to the drywell. Mr. Fitzgerald told the Commission, that time was of the essence on this project. His construction loan requires a building permit and a Conservation permit to close and both are 'needed before end'of the month. There was only one meeting scheduled in December because of the holiday. The Commission discussed a special meeting on, the 14th to review and sign the Order of Conditions.
