Topics of Discussion:
Board of Health meeting came to order at 6:00 pm on October 18, in the Community Room
of the Reading Public Library
Costigan began the meeting with discussion of having open session scheduled on the
agenda at the beginning of each meeting. He asked Sexton, as a former selectman, if he
found the open discussion to be beneficial. Sexton responded that he felt it was always.
beneficial to hear what the public would say; it was good to get a different perspective on
different issues. Typically the public discussions are basically the sole exclusive right of the
chair, and as such the chair set.it up how he wanted, perhaps setting a limit of time for
discussion, which could always be extended if necessary. Sexton stated the Costigan asked-
Pfeifer if it was something she would like to see and she concurred. Costigan inquired if
anyone from the public had anything to discuss. Mary Ellen O'Neil noticed an increase in
chemical odor due to chemically treated lawns-causing this to smell-like a chemical factory.
O'Neil would like people to use alternative treatment Docktor wants to thank-O'Neil and
Gina Snyder for bringing this issue to light. Nancy continued on reading how harmful
pesticides are to humans. Caroline Whiting had no detailed remarks but'seconds everything
already stated. Costigan read written correspondence from Gina Snyder stating that all
pesticides are all toxic to some degree and we all have a right to be protected from
hazardous chemicals. No written communications were received..O'Neil inquired that though
she is aware that the next step is to go before the Board of Selectman will the Board of
Health also be voting on this matter and make a suggestion to the Board of Selectman?
Costigan stated that they will but are not ready to do this at this time. Erisminger asked
Costigan to provide him with all the information in PDF form. Costigan stated that the
schools fall under the state.regulations. Docktor stated that the town very rarely uses
pesticides. Docktor then stated that the pesticide known as Round Up sold at retailers like
Home Depot is not safe and that people do not understand that. She stated that it's legal
just like herbicides. Costigan motioned to closed public session Sexton seconded the
motion. Pfeifer agreed open session closed.3-0..
Docktor handed Costigan something on the way out.

Chair report: Costigan thanked Docktor for her time of service. Costigan asked Vlasuk to
work with RCASA regarding obtaining narcans in all locations open at night. Costigan would
like RCASA to come in and speak at a meeting. Sexton thought this would be a great idea.
,Vlasuk stated that per her conversation with-Costigan that RCASA that the RCASA
volunteers would be hanging flyers in the locations. Costigan recalled that and will speak to
RCASA. Costigan stated that he is also working with Jane Burns regarding publishing
immunizations. Vlasuk announced the flu dates.
Health Agent Report: Vlasuk updated dates of upcoming flu vaccines dates and locations,
food inspections, re-inspections, complaints, met all deliverables with 3B in reference to flu
vaccines, meet deliverables on 100 and 700 training.
Costigan suggested meeting on Tuesday evenings going forward at 5:30. Next meeting set
for November 28, 2017
Ensminger stated that he will be posting openings for Associate's positions soon.
Pfeifer sated she does not know what the liabilities.are for the public if they administer
Narcan. Costagan did not know and will look into it.
Costagan motioned to adjourn: Pfifer seconded the motion. Sexton agreed. Public Hearing
closed 6:56pm.

The minutes of August 16, 2017 were presented. Motion was made by Costigan to accept
the minutes with a minor correction; seconded by Sexton. Motion passed 3:0.
The minutes of September 19, 2017 were presented. Motion made by Costigan to accept
the minutes; motion seconded by Pfeifer. Motion passed 3:0.
