I. Approval of Minutes from November 14, 2017
Motion: To approve Minutes (VandenAkker/Dubois)
Vote: Approved 5-0-0
II. Financial Report:
FY2018
Current budget on track. Managing medical leave coverage very well and therefore
salary line is under budget. Total budget is currently running 1.13% under expected
spending. No large gifts to report. Mr. Brzezenski will follow up on two anticipated
year end gifts.
III. Director's Report
Facilities
• The door alarms are on backorder and will be installed as soon as possible.
Cost will be less than $600.
• We have turned off the "forced on" feature to accommodate closings. Staff
will have to be aware of evening traffic patterns to force on "Occupancy"
status.
• Staff bathroom has toilet and faucet issues that should be resolved in the
next two weeks.
• Delphi continues to narrow down the source of a small roof leak. Issues still
seem to be on the roof deck equipment, possibly the railings.
• MIIA did a walk-through of the building for an insurance assessment
• Vaping is a growing issue.

Personnel
The library has hired a new substitute librarian named Rebecca Bailey. She will
begin training and orientation the week of December 18. The leadership team has
started implementing action items derived from responses to the first part of the
Employee Engagement Survey. The results and action items were well received at
quarterly staff meeting on Thursday, December 7, 2017. One project is a review and
updating of all job descriptions. Many tasks and skills have changed with new
technologies and with the addition of a service desk on the ground floor. Changes in
required education levels and continuing education needs will be addressed. The
next portion of the survey will be sent to employees in January 2018.
Programming and Services
Ms. Lannon presented the programming frameworks for Winter 2017 -Winter 2018

Community Outreach & Engagement
The library participated in the following community events: Festival of Trees (REF),
Kindness Rocks Garden, Garden Club Memory Tree, Dementia Friendly Reading.
IV. Policies:
Meeting Room Policy
The Board discussed proposed changes to the policy that clarified the public nature
of all meetings that take place in the library. Ms. Collins noted that the General Rule
incorrectly refers to "Library Bill of Rights" and ask this be changed to the "Patron
Rights and Responsibilities Policy." Ms. Dubois asked that the Fee Schedule reference
to "Town Agencies" be changed to "Government Agencies" and that a fee for
Custodial Services during library hours be added as an option. The Board reviewed
the current fee structure and discussed pros and cons of raising or reducing current
rates. They accepted the recommendation to increase the fee for using the full
Community Room (A & B) to $20 for non -profits and $40 for Reading Individuals,
while all other fee rates will remain the same. Ms. Dubois asked that the Meeting
Room policy be put on the December 2018 agenda for further review.
Motion: To accept the Meeting Room Policy as amended (VandenAkker/Dubois)
Vote: Approved 5-0-0
V. Other Business:
Ms. VandenAkker asked about collection development policies regarding book
donations and specifically the U.S. History section. Ms. Lannon responded that the
library does not accept physical books, but will take monetary donations earmarked
for particular collections such as U.S. History. The library also welcomes purchase
recommendations on any topic or genre. The RPL collection is a popular browsing
collection with space considerations that limit the depth of the non-fiction collections.
Ms. Pennacchio asked for an update on the flagpole project. Ms. Lannon reported
that the scout in question is continuing due diligence and working with Facilities to
evaluate nighttime lighting issues. The scout is sensitive to the impact of lighting
and has visited many municipal and residential flagpole installations to determine
least intrusive options.
Ms. Collins raised concerns about the exterior book drop and asked that Ms. Lannon
follow up with Facilities to inquire about bollards that would provide a safety barrier
for patrons using the book drop.

Board of Library Trustee Vacancy
The Trustees of the Reading Public Library are seeking applicants for a vacated seat on the library's Board. The
Board will appoint a Trustee to serve from January through April 3, 2018. Interested candidates are encouraged
to review this document and -submit the letter of interest as described below.
The Board of Library Trustees is an elected 6 member board of Reading residents who want to support the
Mission and Vision .of the Reading Public Library. An ideal candidate will have an interest in the library and its
relationship to the community, a readiness to devote time, energy and initiative to Board duties, and a desire to
provide vision and guidance for future library development.
The Board of Library Trustees generally, meet on the 2nd Monday of each month from 7PM-8:30PM (end time
varies.)
The Trustees invite any registered voter of the Town of Reading to submit a letter with -a statement of interest and
qualifications to the Town Clerk.

Appointment timeline:
• The Town Clerk will accept letters of interested upon posting of this vacancy.
• Interviews will begin the week of January 8, 2018.
• The Town Clerk will continue to accept letters of interest and Board interviews will continue until the
vacancy is filled. In accordance with the Town Charter, no appointment will be made earlier than 15 days
from this date and time of the posting.
• New Appointee will begin serving upon appointment for a term ending April 3, 2018. The Appointee may
run for a two year or three-year seat on the April 2018 ballot, but is not required to do so.

Employment Contract
Library Director, Reading Public Library
The Board of Trustees of the Reading Public Library (the "Board") and Amy F. Lannon agree to the
following terms of her appointment to the position of Library Director:
1. APPOINTMENT: Appointment to this position is made by the Board of Trustees of the Reading
Public.Library. The term, of the appointment began November 7, 2016.
2. RESPONSIBILITIES. The Library Director shall be responsible for the management and operation
of the Library in accordance with policies established by the Board of Trustees. Duties shall be as
specified in the job description, of Library Director, which shall be considered a part of this contract, and
as directed by the Board from time to time. A.copy of the job description is attached.
3. ACCOUNTABILITY. This position is directly accountable to the Board which shall provide
direction as necessary.
4. TENURE. Appointment to this position shall remain in effect as long as the Library Director is
able to perform the duties and. responsibilities contained in the attached job description (which may be
revised from time to time in response to changing Library needs and conditions) and in this Agreement,
and providing that annual performance reviews are satisfactory.
In the event that the Library Director wishes to terminate employment, a 60 -day notice shall be
given to the Board of Trustees. In the event that the Board of Trustees wishes to consider termination
of employment "for cause," the following procedures shall be followed:
4.1 The -Board shall schedule a hearing, to be conducted by its Chairperson, at which
reasons for termination will be presented and the employee's response to them will be
considered.
4.2 At least 20 working days before the hearing date, the Board shall give written notice of
the hearing to the Library Director. The notice shall include the time and place of the hearing, the
person who will conduct it, and the reasons for which termination of employment is being .
considered.
4.3 The Library Director may attend the hearing, with'or without counsel, to hear and cross-
examine all witnesses against the Library Director and to present witnesses in defense.
4.4 The Board shall hold an open hearing if the Library Director requests that it be open.
4.5 After conducting the'hearing, the Board shall prepare a written statement of its decision
and of facts presented at the hearing upon which this decision is based.
4.6 Within five working days after the hearing, the Library Director shall be provided with a
copy of the Board's written statement.
4.7 If the Board's decision calls for termination of employment, termination shall not take
effect in fewer than -40 working days from the'hearing date.
4.8. "For Cause" shall mean material breach of this Agreement; repeated neglect of material
duties required under this Agreement; dishonesty, theft, violence (actual or threatened); felony.
convictions; any conviction, guilty plea or plea of no contest to,a charge involving fraud or moral
turpitude; chronic absenteeism; or unsafe or unethical conduct, which in the good faith opinion of
the Board is substantially injurious to the reputation or operations of the Library.
5. MATERIALS.AND FACILITIES USE POLICIES. The Board has adopted a written policy, which is
hereby made a part of this contract, on selection of library materials and.on use of materials and
facilities. This policy is in accord with intellectual freedom standards adopted by the American Library
Association.
6. HOURS OF WORK. The normal workweek for the Director shall consist of 37.5 hours, scheduled
as follows: Monday through Friday from 9:00 a.m. to 5:OO p.m. It is recognized that performance of
duties will sometimes require hours different from, and/or in addition to, the normal work schedule.
Whenever additional time is earned in this way, the Library Director will be allowed to take
compensatory time off as (he or she) deems appropriate during normal work hours.
7. SALARY. Salary for this position shall be $92,784 per year for the period November 7, 2016 to
May 7, 2017.. After this probationary period, the Board of Library Trustees will recommend. salary
increases, as provided for by Town of Reading in accordance with the Classification and Pay
Plans/Personnel By -Laws of the municipality.
9. PERFORMANCE REVIEW. The Board shall review the Library Director's performance of duties
and responsibilities each year during the month of May. Performance shall be evaluated on the basis of
fulfilling duties and responsibilities contained in the Library Director's job description, contribution to
achievement of overall goals of the Library, and progress in meeting specific performance goals
previously established for the review period. The Library's performance review form shall be used for
the review, and a copy shall be filed in the Library Director's personnel file.
In the event that potentially serious performance problems are identified during the year, additional
meetings may be scheduled to resolve them. These meetings will be formal meetings of the Board. If
these prove unsuccessful and the prob, lem(s) continue, the Board .may revise the performance review
form in effect for the period by developing new performance goals designed to'address the problem(s)
10. BENEFITS. The Director shall receive an annual paid vacation, sick leave and other employee
benefits as provided for bythe Town of Reading in accordance with the Classification and Pay
Plans/Personnel By-Laws'of the municipality.
11. PROFESSIONAL ACTIVITIES. Time with pay shall be given to the Library Director to allow
participation in appropriate library -related meetings, conferences, and programs. Funds will be
budgeted each year to cover the Library Director's expenses in attending such events. It is understood
that the funds available may not cover the full cost of attending a given program, and that, in some
cases, no funds may be available.
12. INVALIDITY. Any terms of this Agreement which conflict with applicable municipal, state of
federal laws are hereby amended to conform to such law. If.any paragraph, part of, or rider to this
Agreement is invalid, under applicable law, the invalid part shall be severed and the remainder of the
Agreement shall remain in full force and binding effect on all parties.
13. ENTIRE AGREEMENT. This Agreement embodies the whole agreement between the Board and
the Library Director, and there are no inducements, promises, terms, conditions, or obligations made or
entered into by either party other than those contained herein. The contract may be amended by a
writing signed by the Library Director and Board, and no other mode of amendment shall be effective.
This Agreement may be executed in counterparts.

Summary
Under the direction of the Library Board of Trustees, directly responsible for the administration and management
of the library. Plans, organizes, and directs operations and activities to meet community reading, reference, and
related informational and lifelong educational needs. Provides guidance to library staff, board members, and the
community promoting the mission, vision, and values of the library.
Essential Functions

1. Responsible for strategic planning, designing, and implementing an ongoing planning process for the
library as well as ongoing evaluation to measure progress of the strategic plan. Integrates planning
process with Town/Board of Selectmen's goals, local departmental initiatives, technology planning, staff
development, and direction from Board of Trustees and State.
2. Evaluates and assesses library services on an ongoing basis; builds support for the library among a variety
of groups; maintains positive public relations through communication and promotion of services.
3. Leads and empowers employees to deliver effective, high-quality library service. Builds a strong staff
through effective recruitment and selection, and establishes effective strategies for performance
management. Coordinates communications and opportunities for collaboration and a culture that
encourages leadership, risk-taking, shared problem -solving, creativity and idea sharing. Leads work teams
with cross -division staffing and provides clear direction and collaborative goal development; monitors,
evaluates, and adapts on an ongoing basis.
4. Creates an organizational culture that fosters learning and innovation; plans for and supports staff career
development opportunities; creates and identifies "stretch goals, activities (grant work, program
planning, etc.), and growth and learning opportunities for staff -members locally, regionally, and
nationally.
5. Establishes effective financial management processes and services and ensures that safe and secure
accounting practices are in place throughout the library; works with the Board of Trustees to develop and
evaluate the library budget in alignment with short and long-range goals and objectives.
6. Develops Community's understanding of the library finances, including municipal appropriation, state aid,
grants, gifts, and income from support groups.
7. Understands and complies with State Aid requirements and keeps Board and Town governing bodies
informed of State library program, State funding opportunities, reporting, and minimum standard
requirements.
8. Actively communicates the value of library services and the impact on the community and identifies and
pursues multiple funding sources.
9. Plans, implements, and seeks various funding sources for special projects, technology and computing
services, and emerging digital technologies. Establishes opportunities for staff leadership and grant
management; supervises grant fulfillment and reporting.
10. Understands and applies best practices for marketing, outreach, communication tools, website, and
media sources; develops consistent and evolving,promotion and distribution strategies to meet goals and
objectives; creates relevant communication policies and procedures in collaboration with Town and state-
wide initiatives and ensures all staff and board members are trained appropriately.
11. Employs sound project management principles and procedures in the planning and implementation of
programs and services.
12. Provides technical and professional advice and recommendations to the Library Board of Trustees;
prepares and presents reports and relevant research.

16. Works with Facilities and other Town Departments to create and maintain a healthy, safe, and
environmentally responsible environment for library personnel and users. Tracks short -and long-term
facility needs and works with Trustees and Facilities Director on capital planning and
replacement/update/upgrade budgeting and funding.
17. Secures and complies with terms of State Construction Grant through the Massachusetts Board of Library
Commissioners. Manages major aspects of building renovation/addition planning and functional design:
Minimum Qualifications
1. Graduation from an. accredited college or university with a Bachelor's Degree in any subject and Master's
Degree in Library Science; and
2. 10 plus years of professional level library experience, including two (2) years in an administrative position;
or
3. Any.equi valent combination of education and progressively responsible experience, with. additional work
experience substituting for the required education on a year for year basis. ,

The Reading Public Library is committed to disseminating information that is of general
interest to the community and provides spaces for -the free distribution of handouts and
the public posting of flyers, notices, and posters. The posting of notices on.the bulletin
boards does not imply endorsement by the Library.
All requests for distribution or posting of materials should be referred to the 1094natiee
Borrower Services Desk. Library employees pGst all i0temirs, aPA-maintain bulletin boards
and areas for distributionof materials. Materials posted or left for free distribution
without approval from the Library will be discarded. A section may be reserved for
library announcements. Because space is limited, the Library will give preference to
materials that:
♦ are from the town of Reading,
♦ are from Reading organizations,
♦.. are from non-profit organizations,
♦ announce events, activities, and services in a timely fashion,
♦ are of a suitable size.
Events being publicized must be open to all without regard to race, religion, political
affiliation or :national origin.

Materials may- not be posted if they are:
• Illegal;
• promoting partisan political viewpoints or candidates;*
• advocate sectarian religious point of views;
• violate the "Patron Rights and Responsibilities Policy".
*Announcements fof political meetings are acceptable.
In general, announcements of events may -be posted up to one month before the
event. Posters of a general nature that do not advertise a specific date or event will be
removed when space for other announcements becomes limited. The Library assumes
no responsibility for the preservation or protection of materials posted or placed for free
distribution.
In addition, the Reading Public Library does not permit the sale of materials by or on
behalf of another agency, nor does it serve as a collection center unless specifically
requested to do so for Municipal, State or Federal agencies. Special consideration will
be given to publicity for services or programs presented by the Friends of the Library, the
Reading Public Library Foundation, or etheF'ibFaFi^c: upon application to the Board of
Trustees.
