Topics of Discussion:
• Joint meeting with HDC to discuss Summer Ave PRA - RW -called RHC meeting to order and
EB called the meeting to order for the HDC. Criterion has agreed to the current version.
JEB compared the last two versions and saw nothing that -was inconsistent with the earlier
.version but there were additionsand changes to be looked at. The MHC now uses a different
model for PRA's than the one that we used. JEB led group through the text asking for legal
clarification from Eric Reustle, attorney from town Counsel's office. JAB moved that the RHC
approve and accept the terms of the PRA as presented on Sept 13, 2017 including non -
substantive changes requested by MHC subject to any minor changes. Vote 5-0. EB_ made
same motion for WHC vote 5-0. Eric will bring this to Board of Selectman's meeting on
9/14/17 who will approve the acceptance of this document. Document will be recorded with
the Registry of Deeds. Criterion is responsible to submit to Registry of Deeds and the
associated costs. EB closed the HDC meeting at 7:50 pm.
• 136 Haven St - Project was approved at CPDC's meeting on September 11, 2017. The
official decision did not acknowledge the RHC letter, although everything we mentioned was
dealt with. The Architect agreed to consult with RHC "regarding the wall and landscape
details.
• 1.19 Salem St - Still awaiting 1/4 -scale elevation of the street fagade and.complete site plan
including reuse of the foundation in the stonewall. After receiving these, we agree to meet
with him to discuss terms and condition for release the delay. SRS to email Keith Forlizzi
with a reminder and the date of our next meeting.
• 24 Gould St - RW heard from David Traggorth, who explained that he would not be able to
attend this RHC meeting. RW will keep him posted, and suggest a "best" time for. him to
attend a meeting in the near future. There were. numerous issues voiced by an abutters

group regarding quality of life and other issues. RHC is responsible to deal with the historic
character of the neighborhood as well as rational preservation of the Art Deco historic
building. JW suggested asking the, developer to create a scale model of the neighborhood to
help everyone see the actual impact on the town. JEB suggested that this be directed to the
CPDC. JW will provide suggested wording to RW, who will compose and send letter to CPDC.
• Street Fair - RHC did not have a table, but the Antiquarian Society was able to sell one At
Wood End. VA suggested that the Parker Tavern have a small inventory to sell.
• New Business
o Depot -.potential buyer has. contacted RW regarding modifications to the building
such as.an ATM. RW suggested that an ATM. inside the building maybe acceptable.
o RPL Donor Appreciation Event - RHC has been invited to an event at the Public
- Library on October 14th. Rsvp required. , ' .
o Mass Historic Preservation Conference-.- September 22, 2017 has many sessions
offered details available at www.preservationmass.org.
o Lobs Pound Mill - The joint meeting the Tow Manager had scheduled with RHC and
Conservation Commission, scheduled for September 6, 2017, was cancelled...
According to the Town Manager North Reading .is reassessing their interest in the
project. Reading Town Manager is to keep RHC informed.
• Minutes- - RHC review the minutes from 8/9. JW moved that they, be accepted as amended
JEB seconded. Vote 5-0. RHC review the minutes 8/31 JW moved that they be accepted as
amended SRS seconded. Vote 5-0. RHC review the minutes 9/5. JEB moved that they -be
accepted as amended RW seconded. Vote 5-0.
• Next Meeting will be held on October 18, 2017
