Delios Topics of Discussion:_ The Board of Health meeting came to order by Costigan who opened the meeting at 5:35 p.m. on November 28, 2017. The first item on the agenda was Open Public Discussion, however, .no one from the public was in attendance so the allotted time was provided per the Agenda and then the board moved to the Chair report. CHAIR REPORT BY COSTIGAN House Bill 2864, proposes to increase the legal age. in the Commonwealth of Massachusetts for tobacco use to 21. Costigan noted that he spoke with Rep. Jones's office and determined that the bill is still in committee. A letter.of support was provided to Speaker DeLeo previously. Costigan described the new nicotine deliverysystem via cartridge. Costigan spoke with- Maureen Buzby who distributed some information to health agents in the state. Costigan cautioned that technically, this could be sold in Reading. This nicotine is in liquid form, but, would not be prohibited per Reading Tobacco reqs (prohibiting flavored products). Buzby noted that the. most recent youth risk behavior survey showed and increase in vaping' (especially flavored nicotine) and Costigan expressed concern ` about the growing trend. He also noted -that Buzby could visit the BOH and provide further details. Costigan encouraged more vaccinationawareness in Town. He noted that Vlasuk will provide an update - on Flu -Clinics. Costigan asked about whether the Nurse Advocate could administer home based vaccines. Coatigan's goal is to in vaccines and vaccine awareness. One issue is that there are no standing orders per a physician. It was also stated that the Nurse Advocate will be out for a period of weeks. An alternative was discussed to have the Public Health Nurse -continue her practice of administering home based vaccines, which has worked very well. it was also noted that the hiring process has commenced.for a Public Health Nurse. Page I 1 F ROi Town of Reading Meeting Minutes s'� o �9. ►icons°�� Costigan noted that there is a meningitis outbreak at UMass Amherst. He asked the pharmacists to contact Vlasuk. Costigan suggested.that 2 doses and 3 doses would be nice if someone around here carried;it and the pharmacies can do that. Costigan mentioned that tomorrow night there is a meeting.for Dementia Awareness training in town. Costigan will be attending to see if there is a role for the BOH. This will be the initial meeting. Health Agent Report BY VLASUK Vlasuk noted that food inspections are going smoothly, as are the -annual animal inspections (report goes to. the state). Vlasuk was pleased with the Flu Clinics and indicated that almost 500 Flu Vaccines were provided. Vlasuk also provided the following updates: • Emergency 3B (Emergency Coalition) — regional group that shares information • Renewal of Health Permits on track for completion by 15th 2018 Meeting Schedule — has been distributed and was included in the packet Costigan asked about inspections and Vlasuk indicated everything was on track. Pavarotti was discussed and Vlasuk stated that the exhaust fan has been repaired.. MINUTES Costigan suggested the best way to review and approve minutes and they were acted on as follows. July 19th Open Session Minutes were previously approved and the Executive Session minutes were approved but the'board needs to vote to release. Motion by Sexton to release the minutes seconded by Costigan — role call vote was taken: Sexton (yes); Costigan (yes) Motion carries 2-0-0 August 8th Open Session Minutes need to be approved. Motion to approve Open Session by Sexton, seconded by Costigan. Sexton noted that he reviewed the tape. Roll call vote was taken: Sexton (yes); Costigan (yes) -Motion carries 2-0-0 August 8th Executive Session Minutes were previously approved. Executive Session Minutes need to be released. A correction was made to the Executive Session draft — bottom on page references MGL 3A, falls under 39 not 3A. Town Clerk indicated that the change could be made = Change from MGL 3A to MGL 39 — amendment by Sexton, re -approve, release and then they become public record. Motion to approve as amended minutes of 8/8 by Sexton — 2"d by Costigan - roll.call vote was taken: Sexton (yes); Costigan (yes) - motion carries 2-0-0 Motion to accept and release August 81h Executive Session Minutes by Sexton- 2"d by Costigan — roll call vote was taken: Sexton (yes); Costigan (yes) — motion carries -2-0-0 Page 1 2 OF Rio ry pp a 4 � 5�9,lNC0R40��' Town of Reading Meeting Minutes Minutes of August 151h — Staff ,will check with Town Clerk and otherwise work on creating the minutes — hold off on, approving — staff.can follow up on how to create the minutes of the Open Session. Executive Session for 8/15 were approved at the 8/29 Executive Session meeting but not 'released yet. There was a discussion of Executive Session and how that works, essentially they get held by the Town Clerk until they are released and board members can review at the Clerk's office and then.discuss with board. Only way, to see the minutes is to review at -Clerk's office. Both 8/29 and 8/15'need to be reviewed. The 8/29 minutes labeled Executive Session was in error. Should be labeled Open Session. Currently have 2 sets of Executive Session minutes that need to be corrected. Executive Session minutes were approved. Open Session minutes were tabled. Up to. BOH to release the Executive Session of 8/15. Pfeifer expressed some concerns, but, since the BOH has released.the minutes the board needs to determine if the substance of the meeting should be kept private. The. point was made that If the matter is resolved the board should release the minutes, regardless of sensitive information. If it has been handled, the Town should release if not germane to the content. BOS meeting discussed a lot of the content of that meeting. Heidi can vote not to release. At the bottom of p. 3 of 8/15 Executive Session Minutes — typo "make" is spelled incorrectly and should be corrected. Motion by Sexton to re -approve Executive Session Minutes of 8/15 as amended changing the spelling of the word make. Seconded by Costigan.. Roll Call vote was taken: Sexton — (yes), Costigan (yes), Pfiefer — (yes) - 3-0-0 motion carries The Board then discussed releasing the minutes. Sexton noted that he was comfortable with releasing. Costigan concurred and felt that the issues were addressed at the Board of Selectmen. meeting. Pfeifer felt that she could go along with it too.. Motion by Sexton to release Executive Session minutes of 8/15, seconded by Costigan. A roll call vote was taken: Sexton (yes) Costigan — (yes) Pfeifer — (yes) — Motion Carries 3-0-0 The Open Session Minutes of 8/29/17 were discussed and it was noted that the minutes in the packet were mislabeled Executive Session.; Sexton made a motion to amend the Open Session minutes of 8/29/17correcting label from Executive Session to :Open Session. Another amendment was made to reference that the Board of Health remaining minutes are part of the 8/29/17 Board of Selectmen minutes A Motion was made to make a 2nd amendment by Sexton to correct the label to Open Session, seconded ,by Pfeifer. A Motion by Costigan was made to approve the amended minutes, Sexton seconded —A roll call vote was taken: Sexton (yes) — Costigan — (yes)= Pfeifer _ (yes) — Motion Carries 3-0-0 Executive Session Minutes of 8/29/17 = not posted on the agenda — not approved not released — this can be taken up next'time. This was tabled (amending, approving and releasing).
