Mr. Blodgett opened the meeting at 7:04 PM
201 Prescott Street
Mr. Blodgett reviewed the application that was submitted 'for 201 Prescott Street to replace
6 windows. He reminded the Commission the address for this property.was formerly 201
West Street.
Mr. Blodgett informed the Commission the Applicant questioned if the approval for the
window replacement should require a Certificate of Non -Applicability since the addition. is
less than 70 years old. After a.discussion, the Commission agreed. a Certificate of
Appropriateness is the correct Certificate. The addition. becomes part of the Historical
home. The Commission members gave their opinion on approving 6 over 6 or 6 over 1
Window replacement. They agreed to 6 over 1 to differentiate the Historical from the
addition.
Motion made by Ms. Bornstein, seconded by Ms. Adams, the HDC approve the
Certificate of Appropriateness for 201 Prescott Street to replace. 6-6 over l
windows ,on the sunporch. There will be no public hearing required but the
abutters need to be notified. Vote was 3-0-0.
Mr. Blodgett informed the Commission he issued a Certificate fora roof replacement for a
159 Summer Avenue.
Mr. Blodgett informed the Commission he issued two (2) Certificates of Appropriateness and
one (1) Certificate of Non -Applicability for 174 West Street.
Mr. Blodgett said -be has a meeting scheduled with Ms. Mercier the Community Development
.Director to get her opinion on the letter that should be sent out when property owners do
work without approval. He will review with her two different style letters.

The Commission discussed if the letter should be sent by the Building Inspector or the
Commission; and what action the Commission can follow to make the property owner.

Mr. Blodgett requested the Public Services Department inform property owners who are in
the Historic District a fence will need to be approved by the Commission. Mr. Blodgett.will
make sure the -Certificate notes that a building permit is required before the project
commences.
Ms. Adams informed the Commission there is a Town DRT meeting on a.two-lot subdivision
on West Street. The Commission discussed this and requested to be part of this project.
Mr. Blodgett will let Ms. Mercier know to include the Commission.
Mr. Blodgett gave his opinion there could be an influx of solar panel requests that the HDC
will need to approve.
Minutes
Motionmade by Ms. Adams, seconded by Ms. Bornstein, the HDC approve the
minutes of October 15, 2017 as amended. Vote was 3-0-0.

Motion was made by Ms. Adams, seconded by Ms. Bornstein, to adjourn at 7:52
PM. Vote was 3-0-0.
