Mr. Weston summarized the outcome of the joint meetings previously held between RHC and the HDC. He said the changes that the RHC and HDC made to the Preservation Restriction Agreement (PRA) for 186 Summer Avenue have been accepted by Criterion Enrichment. He clarified the PRA is only for the exterior of the dwelling, it will not include the interior. Mr. Weston concluded he was satisfied all issues and questions have been answered, and the PRA should be signed. Mr. Barnes summarized his discussion with Town Counsel on the difference between the Americans with Disabilities Act (ADA) and Commonwealth of Massachusetts Architectural Access Board (AAB) provision. Page 1 1 Ms. Adams questioned why the PRA is only for the exterior of the dwelling. She commented the goal was to protect the property for subsequent owners. After a discussion, it was agreed Mr. Weston will request interior pictures of the property. Motion made by Mr. Barnes, seconded by Mr. Williams, the RHC to accept the Historical Preservation Restriction Agreement for 186 Summer Avenue, Vote was 6-0-0 Motion made by Ms. Adams, seconded by Ms. Bornstein, the HDC to accept the Historical Preservation Restriction Agreement for 186 Summer Avenue. Vote was 5-0-0 Ms. Adams commented Criterion Enrichment is working towards the bond for the project. Mr. Blodgett questioned if the HDC would need to sign the Agreement. Mr. Weston replied only the RHC is required. Mr. Weston said the Town was in receipt of a letter from Massachusetts Historical Commission stating the project has no adverse effects. Ms. Adams clarified she received approval from Town Counsel at a previous meeting she can vote on both the RHC and HDC. The joint meeting between the HDC and RHC adjourned at 7:25 PM. The RHC members, including Mr. Williams, left the Selectmen Room to continue their meeting in the Berger Room at the Town Hall. 156 West Street, Shed Mr. Blodgett informed the Commission the owner of 156 West Street is seeking approval to replace a shed after the fact. He informed the Commission he contacted the Building Department after he noticed new construction. After a discussion, the Commission agreed the owner will need approval to install a shed even though the project was already started. They discussed the location of the shed and the dwelling being 70 years or less. Ms. Adams left the HDC meeting to attend the RHC meeting being held in the Berger Room. Motion made by Ms. Bornstein, seconded by Ms. Poehler, the HDC to issue a Certificate of Non -Applicability for the shed located at 156 West Street. Vote was 4-0-0 215 West Street, Callan Mr. Blodgett informed the Commission he issued a Certificate of Appropriateness to remove the ruined shed at 215 West Street. The owner will have to receive approval from the Health and Building Department to remove the shed. The owner has not turned in the envelopes to notify the abutters. Mr. Blodgett said Ms. Callan would like to replace the fence on her property. The Commission discussed the original fence being different heights in certain locations. Mr. Blodgett will clarify if the fence is being replaced with the same wood material and same location. He will let the homeowner know the Commission will have to approve any changes. Page 1 2 Motion made by Mr. Maganzini, seconded by Ms. Poehler, the HDC to issue a • Certificate of Appropriateness to replace the fence in all wood and the height is 4 = 6' or less. Vote was 4-0-0 79-81 West Street Mr. Blodgett summarized the history of Certificates previously issued for the property located at 79-81 West Street. He said a Certificate was issued in 2015 to paint the outside of the dwelling, but the work was never done. The owner would like approval to paint and repair the outside. After a discussion, the Commission agreed the request is normal repair. Mr. Blodgett will notify the owner. 160 Summer Avenue, Solar Panels Mr. Blodgett informed the Commission he received an email from the owner of 160 Summer Avenue. The owner was questioning if the HDC would need to approve solar panels. The Commission agreed a Certificate would need to be issued for solar panels. Minutes 10/17/2016 Motion made by Mr. Maganzini, seconded by Ms. Poehler, to approve the 10/17/2016 minutes as amended. Vote was 4-0-0 04/26/2017 Motion made by Mr. Maganzini, seconded by Ms. Poehler, to approve the 04/26/2017 minutes as amended. Vote was 4-0-0 05/10/2017 Motion made by Mr. Maganzini, seconded by Ms. Poehler, to approve the 05/10/2017 minutes as amended. Vote was 4-0-0 05/17/2017 Motion made by Mr. Maganzini, seconded by Ms. Poehler, to approve the 05/17/2017 minutes. Vote was 4-0-0 Mr. Blodgett requested the Commission to review the Town website for any changes that will be needed. The Commission will have a public hearing to change all document names to Historic District Commission. Mr. Blodgett will be leaving on vacation; he will prepare Certificates to be edited if needed. Motion made by Ms. Poehler, seconded by Ms. Bornstein to adjourn at 8:06 p.m. Vote was 4-0-0. Page 1 3
