Board - Committee - Commission - Council: Historic District Commission 1011 JUN IS A 02 1b I Date: 2017-05-17 Time: 7:00 PM Building: Reading Town Hall Location: Conference Room Address: 16 Lowell Street Purpose: Meeting Session: Attendees: Members - Present: Everett Blodgett, Chairman; Virginia Adams, Priscilla Poehler, Ilene Bornstein, Greg Maganzini Members - Not Present: Jack Williams - Associate Member Others Present: RHC - Johnathan Barnes, Acting Chairman; Sharlene Reynolds Santo, Samantha Couture Minutes Respectfully Submitted By: Kim Saunders Topics of Discussion: Joint meeting with the Reading Historical Commission Mr. Jonathan Barnes Acting Chairman of the RHC opened the meeting at 7:03 PM Mr. Barnes stated due to a few RHC members being absent, Samantha Couture and Virginia Adams will be full RHC members for this meeting. Mr. Blodgett opened the meeting at 7:03 PM Preservation Restriction Agreement for 186 Summer Avenue, Readina Other Discussion Ms. Adams made a suggestion on how to proceed with the meeting. She requested reading the Agreement one paragraph at time, and making edits as needed. Mr. Barnes requested the Agreement be consistent with the Commission(s) name throughout the document. Ms. Adams questioned if the Agreement would apply to any subsequent owners of the property. The members discussed if the HDC and CPDC Decision should be attached to the Agreement. Mr. Barnes presented language from the Massachusetts Historical Commission draft Agreement. He pointed out Town Counsel modified the document and removed words. After a discussion, the members agreed the modified document by Town Counsel is sufficient. Page 1 1 The members went through each paragraph of the Agreement. They agreed any changes will be made collectively. Mr. Barnes and Mr. Blodgett will present changes and questions to Julie Mercier the Community Development Director. The members discussed their concerns with the Agreement stating the applicant to do ordinary maintenance. Ms. Bornstein gave her opinion the applicant should seek approval from the HDC. The HDC should make the decision If a Certificate needs to be issued. Mr. Blodgett brought forward the discrepancy with section 7.3.9.3 of the General Bylaw. The members questioned why the Board of Selectmen would be the responsible authority if the HDC ceases to exist. Mr. Barnes questioned if the Agreement would have to be recorded again after 20 years. The members discussed having another joint meeting. Mr. Barnes will follow up with Ms. Mercier to request contact with Town Counsel. The Commission would like to clarify the outstanding items brought forward at this meeting. The joint meeting between RHC and HDC adjourned at 8:50 PM. _1.68 West Street. Maganzini Due to Greg Maganzini being the owner of the property located at 168 West Street, he recused himself from voting. He discussed with the Commission his proposal to install a trellis where the gate currently exists. Mr. Blodgett gave his opinion the trellis softens the proposed area. After a discussion, the Commission agreed a public hearing would not be necessary, but the abutters would need to be notified of the proposed trellis. On a motion made by Ms. Poehler, seconded by Ms. Bornstein, the HDC approved the Certificate of Appropriateness for the proposed trellis to be installed on the property located at 168 West Street. Vote was 4-0-1 (Mr. Maganzini recused himself) 215 West Street Mr. Blodgett informed the Commission the owner of 215 West Street would like to remove a shed on the property. He said currently there are two sheds, but one shed is deteriorating and needs to be removed due to menacing animals. After the discussion, the Commission agreed the abutters do not need to be notified. On a motion made by Ms. Poehler, seconded by Ms. Bornstein, the HDC approved the removal of a shed on the property located at 168 West Street Vote was 5-0-0 Mr. Blodgett requested the Commission members to review the draft minutes, and vote on them at the next meeting. Mr. Blodgett informed the Commission the owner of 201 Prescott Street would like to replace their backyard fence. The fence material will be replaced In-kind. After a discussion, the Commission agreed Mr. Blodgett can issue a Certificate of Non -Applicability. The Commission discussed having monthly meetings. Mr. Blodgett would like the members to review the Town website to look for documents that would need to be changed from West Street Historic District Commission to Historic District Commission The RHC and HDC agreed to schedule another joint meeting attentively for June 14, 2017 Page I 2 Motion made by Ms. Poehler, seconded by Ms. Adams to adjourn at 9:15 p.m. Vote was 5-0-0.
