Call to Order: There being a quorum the meeting was called to order at 7:38.
Mr. Tafoya nominated Mr. Bonazoli as Chairman of the Committee. Chief Cormier
seconded and the motion carried 7-0-0.

Town Clerk Laura Gemme discussed the Open Meeting Law and covered the following topics:
how a committee moves into executive session, the reasons a committee can go into executive
session, posting meetings, records of executive session and open meetings.
Mission of the Committee
Mr. Kobayashi told the committee that the staff at the Edwards J. Collins Jr. Center for Public
Management will do the initial screening of the candidates who apply for the position of Town
Manager and will send the resumes of the qualified candidates to the Screening Committee. Ms
Carson asked if the Collins Center uses a matrix with the qualifications to judge the candidates.
Mr. Kobayashi stated that the Collins Center follows the Candidate Profile that they developed
after interviewing Town officials to make that determination. The committee will also receive a
® list of all the candidates that apply for the position. Mr. Kobayashi recommended treating
® internal candidates the same as all other candidates. The closing date for resumes is January 4,
2013. The Profile is available on the Town's website and the websites of the Massachusetts
Municipal Association (MMA) and International City/County Management Association (ICMA).
Mr. Kobayashi also stated that the Collins Center actively recruits candidates. Chief Cormier
cautioned the committee members about doing any kind of web searches (i.e. google) on the
candidates. Mr. Kobayashi stated that the Collins Center will do thorough background checks on
the final candidates who will be recommended to the Board of Selectmen.
Schedule of Meetings
Mr. Tafoya reminded the committee that the recommendations to the Board of Selectmen needed
to be made before the end of February 2013. After discussing how long the Collins Center
needed after the January 4, 2013 closing date to review the resumes, the committee set the
following schedule for meetings.
The committee will meet on January 16, 2013 at 7:00 p.m. (location to he determined) to review
resumes if the Collins Center can supply the committee with the resumes a few days prior to the
meeting date. If the Collins Center does not have the resumes ready for the January 16, 2013
meeting, then the committee will meet on January 23, 2013 at 7:00 p.m. to review resumes.
The committee is holding the follow dates to interview candidates (location to be determined):
January 30, 2013 7:00 p.m.
January 31, 2013 7:00 p.m.
February 1, 2013 7:00 p.m.
• February 2, 2013 8:00 a.m.
Adiournment
on a motion by Mr. Tafoya, seconded by Mr. Dockser, the Town Manager Screening
Committee voted to adjourn at 8:55 p.m. by a vote of 7-0-0.
