Annika Scanlon discussed extending the existing habitat, how homogenous trees and shrubs. Mr. Manuell replied that he's not going to be able to recreate a microtopography in the area it's too small, only 255 s.f. and that it's too small. No follow up question was asked. The Operation and maintenance plan was discussed, the trees and shrub care, who's responsible for compliance, drainage calculations. The Commission talked about the type of seed mix and soil going in the mitigation area. The soil should be clean mixture without invasive in it. The applicant was asked how they achieve their 80%TSS removal Bill Manuel said he didn't design the treatment but would try to give an answer. 10% from street sweeping 25% from the deep sump and over 80%for the forebay (115%) he also said that he had talked to DEP who had questions, but they are satisfied. Snow will get pushed along the street the commission determined that a guardrail is needed on the cul-de-sac closest to the Wetland to prevent snow from being dumped there, the applicant agreed. The applicant requested that the commission closed the hearing. Page 1 1 2013-09-03 Town of Reading - Meeting Minutes John Russell asked about the plans in the process and who is responsible for overseeing the work for the construction Annika Scanlon said conservation administrator and an independent environmental monitor. Chris Nolte 35 Plymouth Road wanted to know the plans vary from a 3 year ago why the commission is approving this plan where they would not approve the plan the 2013 plan. Mike Flynn answered no Vernal Pool was not found, provides more mitigation and improvements than the previous plan. Motion to close by Mr. Flynn; second by Mr. Curtis. Vote 6-0-0 NOI 270-0680,1260-1264 Main Street, Mass Equity The applicant sent a written request to continue the hearing until March 22, 2017 because the wetland line needs to be reviewed with the applicants wetland scientist. Motion to continue by Mr. Flynn; second by Mr. Curtis. Vote 6-0-0 NOI 270-0681,14 Strawberry Hill Lane, Moynihan Jack Sullivan from Sullivan engineering group presented the project. His client wishes to install a 600 s.f. pool with a saltwater filtered, retaining wall, grade and landscape the back yard. A contractor started this project in 2013 and cleared approximately 2700 of trees and shrubs without approval in direct conflict with the conservation permit governing the work. The original 2009 plan and Order of Condition clearly state no work was to happen in the back portion of the yard. The proposed location for the pool would in this previously unaltered area. Jack Sullivan said when he took on the project the area was already cleared an abutter Jamie Wilder lived there for 14 years and he was gave a building timeline to the Commission and said the clear -cutting and stonewall was installed 2015. A picture was put on the screen showing how the lot looked on December 8th 2014 showing lots of trees it was clear that several large trees had been taken down. Charlie Wilder showed a picture of silt fence installed previously with lots of trees and shrubs uncut behind it. The Commission requested a plan showing the replanting of 14 shrubs from the first Order of Condition and new plants and trees to replace the 2700 s.f. area. The owner, Christine Moynihan gave an overview and the timeline for the house purchase she said that she had no idea of the controversy on this lot. Al Couillard requested they withdraw the application Jack Sullivan said he would look into the old orders and show where plantings can go on a new plan and would like to continue to the next meeting. Motion to continue by Ms. Scanlon; second by Mr. Flynn. Vote 6-0-0 95 Walkers Brook Drive 1986-13, 270-150, 270-403 Partial, Three Certificate of Compliance were presented for approval on this property two for 95 Walkers Brook Drive where work was never started and 1 for work in the easement sewage line for town work. A partial certificate of compliance was approved for the sewage line and Two complete certificates of compliance approved for the Orders that where work never started. Motion to Approve by Ms. Scanlon; second by Mr. Flynn. Vote 6-0-0 270-0 537: 36 Pitman Drive Certificate of Compliance 270 -66 no work was started. Vote 6-0-0 270-0679, 21 Hunt Street Mr Tirone, the conservation administrator, asked the Commission to Close the hearing and sign the Order. Motion to continue by Mr. Flynn; second by Ms. Scanlon. Vote 6-0-0 Minor Plan Change for 218 Salem Street Motion to approve by Mr Pinette; second by Mr. Couillard. Vote 6-0-0 Three members of the Reading Conservation Commission went to the annual environmental conference in Worcester sitting in on workshops for wetland enforcement, basics for climate change, low impact development, review of wetland mitigation plans, enforcement basics and supporting river smart communities.
