Z01b OCT 18 A 159 Historic District Commission Date: 2016-07-11 Time: 7:00 PM Building: Reading Town Hall Location: Conference Room Address: 16 Lowell Street Purpose: Meeting Session: Attendees: Members - Present: Everett Blodgett, Chairman; Virginia Adams, Priscilla Poehler, Ilene Bornstein, Greg Maganzini lack Williams - Associate Member Members - Not Present: Camille Anthony - Associate Member Others Present: Minutes Respectfully Submitted By: Kim Saunders ® Topics of Discussion: Mr. Blodgett opened the meeting at 7:03 Mr. Blodgett informed the Commission of the upcoming Zoning Charrette public hearing that will be held on July 19, 2016 at the Pleasant Street Center. Mr. Blodgett informed the Commission the State will be having new rules on altering properties. He doe not know how the new rules will impact the Town bylaws. 168 West Street — Certificate of Appropriateness Mr. Blodgett distributed the application for 168 West Street. He said the owner Mr. Maganzini Is asking for approval to install an 8x8 pine shed in the back of his property, and to replace two front lights that are attached to his home. Due to Mr. Maganzini being the owner, he recused himself. After a discussion, the Commission agreed the shed does not impact the neighborhood and a Certificate of Appropriateness can be Issued. On a motion made by Ms. Bornstein, seconded by Ms. Poehler, the Historic District Commission to approve the issuance of a Certificate of Appropriateness to install an 8x8 pine shed. Vote was 4-0-0 Mr. Blodgett said there will be no public hearing, but the abutters will need to be notified. Page 1 1 Mr. Blodgett explained Mr. Magazini would like to change the lights in front of his house. He said he believes it should be considered maintenance since the lights will be replaced in kind. ® After Mr. Blodgett explained, the Commission agreed Mr. Blodgett could issue a Certificate of Non -Applicability for the lights. Mr. Maganzini rejoined the discussion at 7:15 p.m. Other Discussion Mr. Blodgett briefed the Commission on the Town approval of the letter the Commission would like to mail out to the property owners in the two Districts. He said after Ms. Adams requested a meeting with the Town to approve the letter, Ms. Delios asked the letter be submitted so Mr. LeLacheur could review. He said as of the meeting there has been no response. Ms. Adams summarized her discussion she had with Ms. Delios. Ms. Bornstein questioned if the Town had approved the tri -fold. The Commission discussed their concern the residents are working on their properties with out their approval. They expressed their frustration that the Town has not approved the letter and tri -fold to be mailed out. Mr. Williams made a suggestion on what the email should say that will be sent to the Town. After a discussion, it was the consensus of the Commission to receive Town approval before sending the letter and tri -fold; but if they do not receive approval by July 20, 2016 the Commission will hand deliver to the property owners. Ms. Adams read an email she received from Mr. Santinello in the Assessing Department. He • was following up with the Commission's request to be Informed if a property in the District(s) was sold. He agreed to send information to the Commission quarterly or semi- annually. The Commission discussed the email, and agreed they would like to receive information on a quarterly basis. Ms. Adams will inform Mr. Santinello. Minutes 12/14/2015 Motion made by Ms. Adams, seconded by Ms. Poehler, to approve the 12/15/2015 minutes as presented. Vote was 5-0-0 Ms. Saunders informed the Commission, the contractor for the project the Commission previously approved at 182 West Street has withdrawn. The Commission discussed if the new contractor would need to come to the Commission to discuss the project before a building permit could be Issued. The Commission agreed the approved plans go with the project not the contractor. 01/11/2016 Motion made by Ms. Bornstein, seconded by Mr. Maganzini, to approve the 01/11/2016 minutes as presented. Vote was 5-0-0 01/25/2016 Motion made by Ms. Bornstein, seconded by Ms. Poehler, to approve the Q01/25/2016 minutes as presented. Vote was 4-1-0 (Ms. Adams abstained) Page 1 2 C The Commission discussed the Deed Restriction for the property located at 186 Summer Avenue. Ms. Adams agreed she will draft the list and forward to Ms. Mercier. The Commission would like the list be submitted to Town Counsel to remind them the applicant agreed to the Deed Restriction as part of the approval for 186 Summer Avenue. 02/22/2016 Motion made by Ms. Adams, seconded by Ms. Poehler, to approve the 02/22/2016 minutes as presented. Vote was 5-0-0 05/09/2016 The Commission agreed to table the minutes for the May 9, 2016 meeting and approve at the next meeting. Mr. Blodgett agreed to submit the minutes for the two working groups the Commission held recently. Ms. Adams stated she was contacted by Ms. Maryellen O'Neill in regards to there being no tree lawn in the West Street Historic District located by the Willow Street entrance. The Commission agreed with the concern but said they couldn't ask the Town to add any since the sidewalk and trees are already in. Ms. Adams reminded the Commission they would need to reaffirm the Historic District Commission officers. Ms. Adams made a motion, seconded by Ms. Poehler to approve Mr. Blodgett as Chairman and Ms. Bornstein as Vice -Chairman for the ensuing year. ® Vote was 5-0-0 Ms. Adams suggested creating a handout on the windows that the Commission will accept in the District(s). She added Salem, MA has already done this. Mr. Blodgett commented on a property located on Summer Avenue that the contractor agreed to painting rather than siding. Ms. Adams discussed a contractor who stated 3 -tab roof shingles are no longer allowed per the State Building Code. Ms. Adams said she confirmed with the Building Inspector that this statement was not true. The contractor would just have to add additional nails. Motion made by Ms. Adams, seconded by Ms. Poehler to adjourn at 8:35 p.m. Vote was 5-0-0. Pa9c i
