Case #16-18 There was a request from the applicant to continue this case. Mr. Caouette made a motion to continue Case #16-18 until November 3rd, second by Mr. Jarema and approved with a 5-0-0 vote (Traniello, Redfern, Caouette, Jarema, Hagstrom). Case #16-19 Michael and Georgia Chute are requesting to build an addition and a deck. They will be keeping the existing side setbacks. The back setbacks will meet the requirements. Mr. Redfern noted he has no concerns with the request. Mr. Jarema asked how old the house was and when the garage was added. The house was built in the late 1940's and the garage has been there since before they purchased the house 10 years ago. Mr. Caouette noted he has no concerns. Opened and closed - no Public Comment. Mr. Hagstrom agreed with no concerns. Mr. Pernice noted it looked straightforward and also agreed with no concerns. Page 1 1 Mr. Traniello read into the record a letter from the Building Inspector Glen Redmond noting this project qualifies for a special permit and he has no issues or concerns with this request. Mr. Caouette made a motion to approve the special permit for 64 Springvale Road, second by Mr. Hagstrom and approved with a 5-0-0 vote (Traniello, Redfern, Caouette, Jarema, Hagstrom). Case #16-14 This is a continuation for 183 Salem Street to demolish a single family home and construct a new two family home. The curb cut as previously discussed will not move to Johanna but will in fact stay on Salem Street. The site is generally larger than the neighboring properties. The stone wall on Johanna will stay. There are 8 habitable rooms in the house that was built in the early 1900's meaning it can be converted into a 2 family. Mr. Redfern asked how the structure of the wall is to have construction vehicles driving on it. He noted the building inspector did write a letter saying this structure does meet the requirements to be a two family. Mr. Jarema noted the Building Inspector said it could be converted to a 2 family but that does not change the fact that it is currently a one family to be torn down. Mr. Caouette explained he is wrestling with that the structure will look like when it's done and if it will actually look like a single family dwelling. Mr. Hagstrom agreed noting he can't picture the end result. Mr. Pernice felt the property is not uniquely distressed enough to fit criteria one. He also felt have 4 door car garages will not look like a one family dwelling. Mr. Traniello read letters from the abutters that the office received. Opened to the public. Steven McLaughlin of 195 Salem Street noted this structure would not fit with the scale of the neighborhood. Kristine Ford of 195 Salem Street noted she does not support this project because the structure would be too big and out of character for the neighborhood. Closed to the public. Mr. Hagstrom made a motion to approve the variance for 183 Salem Street, second by Mr. Redfern. The motion was denied with a 0-0-5 vote (Traniello, Redfern, Caouette, Jarema, Hagstrom). Mr. Traniello recused himself from the meeting. Case #16-16 This is a continuation for an addition at 17 Dunbar Road. The applicant has a Plan A and Plan B. The applicant got written statements from neighbors stating the roof has been there for many years. He also brought in pictures to show the bad shape of the porch. The applicant acquired a letter from the assessors saying the roof would be needed to finish the porch. The engineering plans show a porch on the structure. The applicant noted he is going with Plan B. Mr. Pernice noted he is okay with Plan B. Mr. Hagstrom agreed Plan B is the best option. Mr. Caouette also agreed with Plan B. Page 1 2 Mr. Redfern commented the applicant has proved the porch has been there for more than 10 years and he supports Plan B. Mr. Jarema also expressed his support for Plan B. Opened and closed to the public. Mr. Redfern made a motion to grant the Special Permit for 17 Dunbar Road, second by Mr. Caouette and approved with a 5-0-0 vote (Traniello, Redfern, Caouette, Jarema, Hagstrom). Mr. Redfern made a motion to adjourn at 8:40 PM, second by Mr. Hagstrom and approved with a 5-0-0 vote (Traniello, Redfern, Caouette, Jarema, Hagstrom). Page 1 3
