Thomases, 21 Arlington Street Minutes Respectfully Submitted By: Kim Saunders, Recording Secretary Topics of Discussion: Mr. Traniello opened the public hearing at 7:00 p.m. Case # 16-21 The Zoning Board of Appeals held a discussion on the petition of Alexander Koblansky who seeks a Special Permit under Section 7.3.2 of the zoning bylaws in order to construct an 8.8' x 12.9' two-story addition and a 13.4' x 17.1'deck as per plan on the property located at 17 Arlington Street in Reading, Massachusetts. This proposal does not conform to the required side yard setback of 15.0.' Mr. Alexander Koblansky, the property owner of 17 Arlington Street, introduced Lindsay Avery, Richard Avery, Ethan Dow of Dow Construction, and Andrea Avery of Andrea Designs. Mr. Koblansky stated he is requesting a Special Permit to build a two-story addition and replace the existing deck that has to be removed for the addition. He reviewed the proposed project and summarized it is under the mandatory 25% lot coverage, it will not increase the encroachment of the setback compared to existing, the height of the dwelling is increased to meet the building code, and the pitched roof is similar to the front of the property. Mr. Koblansky said the Town Page 1 1 OP R�� y Town of Reading Meeting Minutes f63�P1XCOP40 has issued building permits for interior renovations, and gave his opinion the proposal will add quality to the structure. Mr. Traniello read the email from Glen Redmond the Zoning Enforcement Officer stating he had no concerns with the proposal. Ms. Hackett commented she did not have any questions, but said the proposal does not increase the encroachment to the setbacks. Mr. Jarema questioned the height of the roof line on the addition in the rear. Mr. Koblansky replied it would be 4' above the existing roof, but the pitch is the same as the existing. Mr. Koblansky added the proposal was drafted to be a benefit to the neighborhood. He stated the 2°d floor footprint is smaller than the first floor which allows a 5' relief to the abutters to the left of the dwelling. Mr. Koblansky clarified what renovations have been started since the building permits were issued. Mr. Caouette stated the request is straightforward. Mr. Hagstrom said he had nothing to add that the other Board members have not covered. Mr. Traniello agreed with the comments that have been made by the Board. He questioned the height of the roof line. Mr. Koblansky replied the new roof line will be 33', which is within the 35' maximum height. Mr. Traniello opened the meeting to the public. Mr. Traniello read the memo received from Ruth Cappola of 128 Woburn Street who had no objection to the project. Ms. Thomases of 21 Arlington Street said she is an immediate abutter to the property, and is in support of the project. Mr. Traniello closed the meeting to the public. On a motion made by Ms. Hackett, seconded by Mr. Jarema, the Zoning Board of Appeals move to grant the petition of Alexander Koblansky who seeks a Special Permit under Section 7.3.2 of the zoning bylaws in order to construct a 8.8' x 12.9' two-story addition and a 13.4' x 17.1'deck on the property located at 17 Arlington Street as depicted on the plot plan and Architectural Drawings. Ms. Hackett said The Zoning Board of Appeals find the reconstruction is not detrimental to the neighborhood. 2 FR � wa a�63s:txcoceo°r� Town of Reading Meeting Minutes Ms. Hackett listed the conditions for a Special Permit. Mr. Traniello clarified the Board will need to vote on the finding and the approval of the Special Permit under 7.3.2. The Zoning Board of Appeals find the proposal is not more detrimental to the neighborhood. Vote was 5-0-0 (Traniello, Jarema, Caouette, Hackett, Hagstrom) The Zoning Board of Appeals approved the request for a Special Permit under Section 7.3.2. Vote was 5-0-0 (Traniello, Jarema, Caouette, Hackett, Hagstrom) Case # 16-02 (40B) The Zoning Board of Appeals continued a discussion on the Draft Decision for MKM Reading, LLC who seeks a Comprehensive Permit to develop 68 units of rental housing on a 42,342 square foot residentially -zoned tract of land under Massachusetts General Laws Chapter 40B Sections 20-23, with waivers from zoning requirements, on the property located at 31-41 Lincoln Street and 2-12 Prescott Street in Reading, Massachusetts. Mr. Traniello stated the Board received a marked up and a clean copy of the Draft Decision reflecting the Board comments from the last meeting. Mr. Chris Heep from Town Counsel apologized for the late submittal of the Draft Decision, but said he tried to capture what the Board requested at the last meeting. Mr. Traniello said he had a chance to review the Draft Decision and had no questions. Mr. Jarema questioned off-street parking for the construction workers vehicles. Mr. Heep said he will revise the Decision and add the vehicles park off-site with the location to be approved by the Planning Department. Mr. Jarema requested the remaining 13 parking spaces be allocated toward visitor parking spaces only. He disagreed with allowing 8 out of the 13 parking spaces to be released to tenants. After a discussion, Mr. Heep suggested adding to the Decision the developer is required to give the Town updates on the parking. Mr. Caouette commented the Town should not micromanage the Property Manager of the site. Mr. Traniello agreed 8 out of the 13 parking spaces be utilized by residents, but 5 parking spaces should remain for visitors. He concurred with the wordage suggested by Mr. Heep. Mr. Jarema stated the Decision should be concise, the property is unique and the development is a high density setting. rR Town of Reading b Meeting Minutes 6,9. INCORQ�pP Mr. Jarema asked about the procedure which the Chair stamps approved plans. Mr. Heep explained the Chair will not need to stamp the plans; the most recent revisions will be listed in the Decision. The developer will submit construction drawings before a building permit is issued. Mr. Traniello asked the'Decision be changed to have Mr. Jarema the Vice Chairman, and the associate members be removed since they are not required to sign the Decision. Mr. Caouette reviewed his comments he previously forwarded to Mr. Heep, which were incorporated in the Decision. Mr. Hagstrom and Ms. Hackett stated they had no comments. Mr. Traniello said the Board will be voting on the Decision on February 21, 2017 in the Berger Room at the Town Hall. Adjournment On a motion by Mr. Caouette, seconded by Ms. Hackett, the Zoning Board of Appeals moved to adjourn the meeting at 8:05 p.m. Vote was 5-0-0 (Traniello, Jarema, Caouette, Hackett, Hagstrom).
