Mr. Traniello opened the discussion at 7:05 PM
Case # 16-02 (40B)
The Zoning Board of Appeals continued the discussion on the Draft Decision for MKM Reading,
LLC who seeks a Comprehensive Permit to develop 68 units of rental housing on a 42,342
square foot residentially -zoned tract of land under Massachusetts General Laws Chapter 40B
Sections 20-23, with waivers from zoning requirements, on the property located at 31-41 Lincoln
Street and 2-12 Prescott Street in Reading, Massachusetts.
Mr. Traniello stated the Board will need to finalize and vote on the Decision for Reading Village.
Mr. Chris Heep from Town Counsel went over the changes to the Decision that was requested at
the last meeting. The Board reviewed the Decision and suggested minor edits.
Mr. Heep informed the Board the final plans are listed under "Condition 1" in the Decision. He
said Ms. Julie Mercier the Community Development Director reviewed "Condition 1" and
suggested minor revisions.
The Board agreed to authorize Town Counsel to make minor editorial changes to the Decision
prior to filing with the Town Clerk.

On a motion by Mr. Redfern, seconded by Mr. Jarema, moved that the Zoning Board of
Appeals GRANT the application of MKM READING, LLC, for a Comprehensive Permit,
under Massachusetts General Laws Chapter 40B, to construct a sixty-eight (68) unit multi-
family residential rental project, with seventeen (17) units deed restricted for rent by
households earning at or below 80% of the Boston Area Median Income, at 31-41 Lincoln
Street and 2-12 Prescott Street (Assessors Map 16, Lots 224, 225 & 226), Reading,
Massachusetts, together with parking, related infrastructure and amenities as shown on the
approved plans referenced in the draft decision presented at the meeting on February 21,
2017, and subject to the findings, waivers and conditions set forth therein, subject to minor
editorial changes to be made by Town Counsel prior to filing with the Town Clerk.
Vote was 4-1-0 (Traniello, Jarema, Redfern, Hackett in favor, Caouette against).
Adjournment
On a motion by Mr. Jarema, seconded by Mr. Caouette, the Zoning Board of Appeals
moved to adjourn the meeting at 7:30 p.m.
Vote was 5-0-0 (Traniello, Jarema, Redfern, Caouette, Hackett).
