Ms. Longley called meeting to order at 7:00 pm
NOI 270-0694 Lot 4 Kylie Drive Peter Ferland, described the plan changes and new planting plan. A
request was made by the trails committee to remove the shrubs and trees in the easement. The
commission asked for changes to be placed on the plans and that the new plan shows the new plantings
area submitted to the commission.
Motion to close by Mr. Flynn secondary by Mr. Curtis Vote 6-0-0
NOI 270-0673 Randall Road Additional trees need to be removed totaling of 43 will be removed and 3
trees were added to the landscape plan to replace the treed to be removed. The engineering department

Okayed the plan and the stormwater improvements. No trees will be taken down beyond the erosion
control/limit of work line. An abutter questioned the tree canopy loss if direct sunlight with dry up the
wetland.
Motion to close by Mr. Flynn second by Mr. Curtis Vote 6-0-0
ANRA b 270-0674 44 Roma Lane a site with the commission was conducted on November 17. 2016
and additional information submitted to the commission. The Wetland line at flag A 10 and A 11 was
checked and soil augers up gradient from the flags were hydric. Originally flags by Bill Manuell were
discussed in this new area closer to the road. It was determine, wet hydric soils was found above the
Oxbow line and in other areas dry, the Oxbow flagging was incorrect. A request for third -party review
was suggested by Ms. Longley. The time of year was discussed, winter, no plants are growing now
making a determination even more difficult for the commission. The commission agreed to the request for
third -party review was needed. The applicant discussed the 3`d party review process and scope of work.
Mr Carroll asked for more time to make up his mind
Mr. Flynn motioned to close, seconded by Mr. Pinette Vote 6-0-0
270- 0675 364 Lowell Street William Manuel gave an overview of the site visit. The applicant is
removing 85 trees with his proposal; new areas for trees planting are being looked for. A planting plan
will be developed. The applicant wants to go to the planning board first then return to the commission to
continue the conservation permit. The developer will have informational signage for Lot 2 in the
environmentally sensitive area. A detailed description for the work in the drainage ditch was asked for
that includes the mitigation work. Will Finch asked for sloped curbing inside the roadway.
Motion to continue by Mr. Flynn second by Mr. Couillard Vote 6-0-0
NOI 270-0671116 Van Norton Road Joseph Danna discussed the project with the Commission. There
will be a mulch area next to the brook and the removal of dead trees in the back yard and two sheds will
be removed, but the shed to the south of the house will stay. A five to eight foot planting area is proposed
next to the intermittent stream. The applicant was asked to comply with the tree replacement policy for
any tree removal. The commission asked that an arborist certify the big pine trees in the front need to
come down. New plan showing trees to be removed, drainage ditch the garden area at the back of the
house and sheds will be removed are needed.

NOI 270-0676 0 Low Meadow Norse Environmental consultant for the developer describes the site. A
two -car parking on Arnold Ave although on the plan will not be built its only shown for frontage
calculation. A grading plan was asked for and trees inventory shown on the plan. The commission asked if
the applicant knew about Reading's tree policy. The commission requested a new plan showing removed
trees, walk -out on the back of the house and the driveway grading. Mr. Pinette asked if the stockpile
would be removed every day or if it would stay on site. A Comment from DEP questioned if the house
was one or two stories and asked to reduce the yard area. Wildlife habitat study, test pit at the infiltration
system location was requested. Rain water sheet flow was discussed and plans showing driveway grading
was requested. An evaluation on the neighbor's trees survivability was discussed. 1000 gallon infiltration
system was discussed
Motion to continue by Mr. Flynn seconded by Mr Pinette Vote 6-0-0
RDA 2016-17 23 Smith Ave The applicant wants to construct an addition to the existing house. Norse
Environmental flagged wetlands on the site in at the edge of the property line. The proposed addition will
have a dry well and full Foundation. The commission on a sidewalk notice yard waste debris by the
wetlands the applicant agreed to remove it as part of the project. Mr. Flynn asked to see the yard waste on
the final plan.
Motion to close by Mr. Flynn seconded by Mr. Curtis Vote 6-0-0
Marion Woods Trails committee asked for special language inserted into the existing open space policy
to prevent metal detecting on this site. The trails committee will provide the language. The commission
needed more information. No Action

281 Main Street BoliColi The applicant requested a reduction of their stormwater monitoring of the
infiltration system and provided an engineer's request and monitoring results for the past several years.
The commission noted there was no buildup of sediment in the infiltration chamber. Commission
approved the reduction of the stormwater monitoring to twice a year
Motion to approve monitoring reduction made by Mr. Curtis seconded by Mr. Flynn Vote 6-0-0
270-0552 Order of conditions West Street OOC was extended of 1 year
Motion was made to extend the order by Mr. Flynn seconded by Mr. Curtis Vote 6-0-0
218 Salem Street enforcement order the owners has recorded the order of condition as a result the
commission made a motion to remove the enforcement order on this property.
