Capachietti updated the Commission on the status of Lot 4 Kylie Drive and discussed the comments from the last meeting. The locations of the pool, deck and driveway, in addition to inconsistent flag numbers and trail access were reviewed. Corrections and changes are noted on the latest plan. Ms. Scanlon asked about the 8-10 foot retaining wall and if the path on the trail easement can be marked by granite bounds. Landscaper Scot M. Indermuehle discussed the area to the south of the proposed house which will be planted with trees, shrubs, ferns and grasses and identified as "proposed Native Plantings" on the mitigation plan. The quantities are not known because Mr. Indermuehle would like flexibility when planting in the area of approximately 2700 square feet. The applicant proposed to install a retaining wall along the boundary of the trail easement and preserve the trail sign. No structures are proposed in the easement. A five-foot wide path composed of stone dust with a 12 inch depth will be put down. A liner of landscape fabric will be installed first to prevent weeds from growing through the path. Flags at contour 196 and 198 were discussed. It was noted that the note on the plans stating "PREVIOUS EDGE OF BVW" was from the original 2009 approval. The grading plan was revised near the drainage swale and the applicant agreed to install water bars on the trail and relocate the granite bounds as per the approved 2016 delineation line. The commission needs town engineering approval on the infiltration system and grading around the swale. Motion to continue until December 14th made by Mr. Flynn seconded by ??? Vote 6-0-0. NOI 270-0673 Randall Road: Hall Randall Road: 40 trees are being cut down to be replaced by 35 new native trees and 15 shrubs. The amount meets the requirements of the new shade tree policy. The large oak in the back of Lot 2 was discussed but the applicant stated of having no intention of taking it down because it's in the Zone of Natural vegetation (ZNV). On the plan Lot 2 a deck is show on the plan, but the applicant is going install a patio "at grade". The Lot 3 plan shows no back egress. The applicant intends to have a door and "at grade" landing. The commission asked that both changes to Lot 2 & 3 be added to a new plan along with a cross section of the wetlands. The Commission discussed the bottom of the water quality swale, its vegetation and how it's going to react to a major storm. The applicant said water frequency for the 2 year and the 10 year storm and 100 year storm was given by the town engineering department. The Commission wants to know what they gave JM engineering for a number, but ultimately the Reading engineering department signed off on the operation and maintenance plan and the water quality swale. A request was made by an abutter, Francis Coleman, to look at the trees to see if any can be saved. The grading on the site will add 4- 6 feet of fill in the area where the houses are proposed. It was discussed that it's unlikely any of the trees can be saved in this area. A request was made to add the limit of work line in the north east corner of the lot and show it on the plans. ANRAD 270-0674 44 Roma Lane: Carroll 44 Roma Lane ANRAD the wetland was delineated on December 2nd 2016 showing a wetland in the back yard behind the stone wall, but the side of the house was never checked. The 2016 wetland line is shown on the latest plan for 44 Roma Lane. Additional water is coming from the south through a culvert at the top of the cul-de-sac. The applicant said the soil samples at flag A10 & A9 and AI I are 10 yr 5/3. Mr. Carroll discussed the background of the 2013 and 2016 application. Bill Manuell originally delineated the wetland line but the application was withdrawn before the Commission could approve it. The Commission will schedule a site walk to review the site and the two wetland lines. Motion to continue until December 14th made by Ms. Scanlon seconded by Mr. Flynn Vote 6-0-0. NOI 270- 364 Lowell Street: Jamieson 364 Lowell Street - The applicant's lawyer, Bill Crowley gave the background on the lot of the proposed four lot subdivision. It is comprised of the existing house with a garage addition added and three additional lots. Lot 2, the closest to the wetlands will have special signage on the lot depicting the area as environmentally sensitive. The stream/drainage ditch from Lowell Street to the railroad tracks are clogged with silt and yard waste. The drainage ditch which receives water from Lowell Street's storm drains, floods the neighbors on Plymouth Road when it rains. Conservation Commission wants to see the whole site, 3 house lots, 1 garage, stormwater and cul-de sac staked out, all four corners. Before the last meeting the site was not staked so the commission did not conduct a site visit. Wetland Consultant Bull Manuell explained the Wetland delineation process he used and his process, how the wetland was flagged in 2013 under the ORDA; unfortunately, the order expired in July. The site has historic fill on the edge of the stream, an existing house and a road made out of hard pack. A variance is needed for the roadway, grading, garage, storm water basin treatment area pathways and lawn. As mitigation for the variance the applicant proposes to clean out the yard waste and silt in the stream/drainage ditch by hand, shovel and wheel barrel, laying plywood across the stream and digging out all of the material by hand. The applicant also proposed to clean out the 12 inch culvert at the neb of Dustin Road an environmentally sensitive area but not under the railroad tracks. The Applicant will call the MBTA and request the culvert under the tracks get cleaned out. Potential vernal pool was discussed. Bill Manuell stated he along with members of the Conservation Commission went to the site in the early spring of 2013 to check for signs of a vernal pool but only one dead three -toed frog was found. When the vernal pool data forms were filled out, Natural Heritage & Endangered Species Program (NHESP) denied the claim for lack of evidence twice. TP -40 rainfall data was used for the stormwater calculations. Cornell data is preferred but the consultant said he got the numbers from the Town Engineer to design the infiltration bio retention units. The commission asked for a tree inventory, trees removed and replaced in a planting plan. Local fees were discussed. The commission does not waive fees for mitigation. If the applicant needs the mitigation to qualify for the variance, the applicant agreed to pay all the fees.
