Ms. Scanlon called meeting to order at 7:00 pm

The applicant talked about the signage and the fees,85 trees are being removed and through the replacement policy trees
all are being replaced with trees or plans.Wetland shrubs will be installed between the delineation area and the proposed
road.A post and rail fence will be instilled on Lot 2. Signs alerting neighbors stop dumping yard waste in the wetlands
will be installed behind each Lot on Plymouth Road and the sensitive area Lot 2 on the 25-foot zone of natural vegetation
line.The commission said they were fine with the applicant using Machinery to reach in to the wetland and remove any
obstructions in the water course and the pile of fill.The applicant said there's a 1 foot drop between Lowell Street and the

MBTA railroad tracks.The applicant said they will remove yard waste as they see fit the commission wants to understand
what that depth of excavation is.The variance request was updated.
Knotweed removal and paying the bylaw fees was discussed the applicant said a check will be provided before the next
meeting.The applicant did not make a call to request a cleaning by the MBTA as of this meeting.The commission noted
that the retaining wall for the cul-do-sac was not detailed on the plan the applicants said there are many different plans out
there for each committee and they gave the Conservation Commission a certain amount of information on their plan but
didn't think they needed full copies.An abutter asks why the commission hasn't pushed back with this applicant as it has
done in the past.Mr.Flynn said it was an improvement over the last application.The Commission requested means and
methods plan,Contact the META finalize their variance request,change straw sock to install silt fence and hay bale,
increase the construction entrance to the width of the road and extended it to Lot 4.The operations and maintenance plan
to notate how often the construction entrance would be cleaned and that the homeowners read and understand the
operation in maintenance plan.The commission asked where the snow storage was being stored and requested its show it
on a set of plans.
Motion to continue by Mr.Curtis;second by Mr.Couillard.Vote 5-0.0

John Tilton submitted documents to the Commission and gives an overview of all the new material.There was no site
walk because there was heavy snow on the ground and a new site walk will be scheduled for the following Monday.John
discussed the handouts, 104,oct no Cut Zone around the easement area.new plans show all the pump locations and
calipers of trees.Mr Flynn asked if the lots are sold off and the new owners choose to build a bigger house than proposed
how that would be covered as far as the increase of impervious area.John Tilton answered that we are calculating based on
the maximum lot coverage for each lot and should all work out The applicants said that any yard waste on the site will be
removed as part of this project.
Motion to continue by Mr.Curtis;second by Mr.Flynn.Vote 5-0-0

Jack Sullivan describes the project;an easement from the engineering division is needs to be obtained for the project to
proceed.The applicant is proposing a min Garden with 34 different naive plantings of shrubs and bushes.To compensate
for all of the trees that are being cut down as part of this project.The replacements are all planted in the rain Gordan.The
applicant proposes to build a 2-cm grange,slab on grade with a four foot frost wall foundation. There will be no work in
the 35-foot no structure Zone.This area is very close to the bird sanctuary.The owner will instal one granite bound at the
comer his property and the DPW be asked to instal a no dumping sign at the end of the Hunt Street.
Motion to continue by Mr.Flynn;second by Mr.Couillard.Vote 5-0-0

Selewnen John Halsey spoke for some abutters of this project.John asked if the applicants had answered all the
commissions'questions and if the commission was satisfied with the answers they received. Mr.Halsey was wondering if
the deed was in question and if the size of the house was specified in the application. Mr. Couillard said the Commission
has all that information already was satisfied with the answers given to his questions and was about to close and approve
the application.Mr.Halsey said that the neighbors had concerns and wondered if it was an open discussion.Mr.Pinettc
said the house being proposed is very modest on a four acre Lot.The recharge tank for the roof runoff is proposed to be
1,000 gallons the trees that need to be come down must be removed to build the house yard and driveway not other trees
are being removed.One additional tree locoed on the driveway will be looked into to see if it can be saved.
Motion to close Ms.Scennlon;second by Mr.Couillard Mr.Flynn abstained.Vote 4-0-1 -
The applicant will install 5 Wood Duck Boxes a convey a conservation restriction on all the unused land 4+Acres and
the applicant is replacing 15 of 30 trees and will remove all human waste metal boxes trash from the Wetland and yard
including yard waste as part of this project.
Motion to Approve by Mr.Couillard;second by Mr.Pinette.Vote 5-0-0

John LoRusso went over the plans and talked about the Hesco barriers,agreed to have conservation signs installed on the
barriers in the conservation areas. The commission review the plans and was satisfied that all their questions had been
answered and that the information they need are on the plan.
Motion to close Ms.Scanlon;second by Mr.Flynn,Mr Pinette abstained.Vote 4-0-1
Motion to adjourn Mr.Curtis second Mr.Flynn.Vote 50-0
