Board of Health meeting came to order at 5:30 pm on January 18, 2017 In the Berger Room
of Reading Town Hall.
Minutes
Minutes of November 29, 2016 were presented. Friedmann inquired the reason for
receiving two sets of minutes. DiLauro stated one was the original and the second copy
contained an edited version. He had received a request from Delios offering a correction to
what she stated at the meeting as follows: "Delios expressed concern about the added
restrictions having a potential negative Impact on the business community. She reiterated
the Board of Selectmen's goal of increasing Economic Development opportunities; especially
in light of budget constraints".
Friedmann stated his belief that corrections to Board of Health (BOH) minutes should occur
within BOH review. LeLacheur disagreed stating minutes should be corrected as soon as
possible. Costigan read aloud each version of the paragraph in question. After further
discussion, Shurland made a motion to accept the minutes with revision as follows: Delios
expressed concern about the added restrictions having a potential negative impact on the
business community. She reiterated the Board of Selectmen's goal of increasing Economic
Development opportunities and expressed concern that the BOS were not sufficiently
informed. She also stated that the Town needs income and if it does not receive more
income, there will be budget cuts and layoffs. Wilson responded that tobacco related Jobs
are low-wage and don't bring in much money for the Town. Motion was seconded by
Costigan. Motion passed 3:0

Monthly Reports
Routine Inspections continued for food, housing, animals, tanning and pools. Progress
continues at Perfecto's Cafe. DlLaum has been trying to reach out to the owner, Max
Gabriello but has not heard back from him. Delios will provide contact information for the
owner. Cafe Nero has submitted a plan review and applications to occupy space at 676
Main Street (former location of The Wine Shop). Plan review should be completed next
week. Dunkin Donuts at 110 Main Street is undergoing interior renovations to include new
equipment.
Housing complaint received on December 28th regarding a vacant property located at 166
Pearl Street. Upon Inspection by the Reading Fire Department (RFD), Building and Health
the property was deemed unsafe, unfit for human habitation and condemned. RFD issued
an order for safety on December 291h and since had the first floor windows boarded up.
Condemnation Order was issued by DiLauro on January 3 and sent by regular mail and
certified mail on January 18"' 2017. Building issued a violation order for an unsafe
structure on January 4th, 2017 which was also mailed on January 181h. A meeting was held
with the homeowner's representative and above departments to try to resolve the situation.
Homeowner's representative will post no trespassing signs. Case has also been referred to
Elder Services.
DiLauro submitted his resignation effective January 26th, 2017. Friedmann stated the board
should discuss a retention plan for the health agent.
Friedmann announced that he was stepping down as chairman. After discussion between
other board members, Shurland made a motion to appoint Costigan as acting chair.
Friedmann seconded motion. Motion passed 3:0
Friedmann stated the healthy weight article had already been approved and should be
published. The opiate article was reviewed by board members. Friedmann will send a copy
to Letacheur. DlLaur0 stated that Inspector Vitale has been distributing copies of
educational materials on overdosing at various gas stations in town requesting the
information be posted.
Buzby stated she hand delivered hard copies of the public hearing notice to tobacco retailers
in Reading, answering any questions that were asked. She was asked by a clerk at West
Street Mobil about marijuana, how legalization would affect stores. The clerk had spoken
with law enforcement who voiced their concerns regarding enforcement. A clerk at the
Shell on Main Street told her they find a lot of empty nip bottles in their rest room; people
buy the nips, get their coffee and mix their drinks in the restroom. They find a lot of
empties in the parking lot as well.
Docktor will send draft pesticide regulations to Cellos. The draft is based on regulations
adopted in Marblehead.
Costigan inquired if plans have been submitted by the new owner of Ristorante Pavarotti
regarding installation of a new exhaust system in accordance with the agreement made in
August. Under that agreement the board granted a one year extension due to financial
hardship to replace the exhaust system that had been leaking grease onto the outside of
the building and onto the sidewalk causing a safety issue. The plans were to be submitted
by January 9, 2017.
