' Board of Selectmen Meeting
Executive Session
June 5,2012
For ease of archiving, the order that items appear in these minutes reflects the order in
which the items appeared on the agenda for that meeting, and are not necessarily the
order in which any item was taken up by the Board.
The Executive Session convened at 7:02 p.m. in the Conference Room, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman Stephen Goldy,Vice Chairman Ben
Tafoya, Secretary Richard Schubert, Selectmen John Arena and James Bonazoli,
Town Manager Peter Hechenbleikner, Assistant Town Manager/Finance Director Bob
LeLacheur, Office Manager Paula Schena, Police Chief James Cormier, Police Sergeant
Detective Segalla and Appraiser Tom Connery.
Security Issues
The Town Manager noted that there are security issues on Causeway Road. The
neighbors feel there is a lot of activity going on and it is a convenient location right off of
Route 93. A lot of what is being dumped there is a health issue.
Sgt. Detective did a brief presentation on security video equipment needed and he noted
that they will go before the Finance Committee for a reserve fund transfer. Chief Cormier
' noted it will only be used on public ways—not on private property.
Richard Schubert noted that there needs to be guidelines or a department policy on when
and where to use this equipment. He would like to see a Selectmen's policy because this
impacts the Town. It is the philosophy of the Board not to invade privacy and to use this
equipment as a tool to fight crime and illegal dumping.
The Board agreed to purchase of this equipment.
Sale of Real Estate
Appraiser Tom Connery was present. He reviewed his sales comparison approach on the
appraisals.
The Town Manager noted that two abutting property owners inquired about buying
pieces of land on Pearl Street. The assemblage parcel would have to be re-deeded and
access would have to be from Audubon Street,not Pearl Street.
The Town Manager suggested selling the Lothrop Road property as a single family and
he recommends the Town applying for the variance. Richard Schubert requested that
language be put in to not develop into two building lots. He asked if it can be restricted
and the Town Manager indicated it can be restricted for 99 years. The consensus of the
Board was 10 restrict this parcel to a single family.

The Town Manager noted that at the next meeting the Board will establish a minimum '
value, conditions and closing timeline for the properties.
A motion by Bonazoli seconded by Schubert to adjourn the Executive Session at
8.06 p.m.was approved by a vote of 5-0-0.
