Meeting Called to order at 7:38pm.
Discussion on Articles for subsequent Town Meeting November 2016 -
Article 17: Non -Substantive Alphanumeric Changes
-Town Clerk should be able to make these changes to bylaws and charter
-Changes to bylaw need to be approved by the Bylaw Committee
-Article needs approval of the Town Meeting
Move to adopt General Bylaw section 1.4, Article 17
-Motion, Stephen Crook
-2nd, Chris O'Donoghue
Approved 3-0
Article 18: Establishment of Revolving Funds
-Towns must have a Bylaw for Revolving Funds (from the state)
-Mandate goes into effect July 1s'
-General Bylaw section 6.6.1, change "5.7" to "7.1.14"
Move to adopt Article 18 as amended

Article 19:

-Inserting a new Section 7.9 into Article 7
-Will affect people who own a large plot of land with wetlands permit
-Increase activity to CPDC
-Do definitions match Zoning Bylaw? Checked against General Bylaw
-7.9.11.4
-State can cut off funding if law is not followed
-Cost-benefits of not following law
-Article 19 should be voted on at the next meeting
Article 20:
-Establish a Department of Public Works
-Identical to provisions in the Charter
-Only change is DPW is responsible for storm drains or sewers
Move to adopt Article 20

Article 21:
-Temporary repairs on private ways
-Minor repairs not defined, determined by Town Manager
-Change Planning Board to CPDC
-Town can limit its liability, $500 easement for occurrence
Move to adopt Article 21 as amended

Article 22:
-Storm water utility
-Eliminate term "Common sewer" in 8.5.9
-Town has had a fee for years, formalizing bylaw
-Eliminate "Common sewer" from 8.5.9.2
Move to adopt Article 22 as amended
-Motion, Stephen Crook
-2nd, Chris O'Donoghue
Approved 3-0
Article 23:
-Mandate from State/EPA
-Illicit connection and discharge into storm drain
-Inserting a "new" row
-Change second offense to $300
-Enforced by Board of Selectmen
-To be voted on at the next meeting
General Bylaw section 7.8
-Should there be a penalty for loud outdoor sound
-Talk to selectmen about penalties
