On a motion made by John Russell , seconded by Eugene Nigro , all
members voting in the affirmative , the Board of Selectmen went into
Executive Session at 10 :00 P .M. to discuss the on-going negotiations
with TASC and Davis .
Mr . Russell explained the proposals made by the Town Negotiating
Group and the conditions as presented by TASC . (Conditions will be
entered into the record upon final agreement but are basically
directed at a perpetual easement within the 50 ' right of way being
taken by the Town) .
The members present support the action taken by Mr . Russell and
Mr . Graham in negotiations with TASC and final settlement would be in
the amount of $285 , 000 as appropriated and with the conditions that
have yet to be mutually agreed upon. The three prime considerations
of TASC will be that the Selectmen support the use of the triangular
area adjacent to Boston Stove for parking and that the Selectmen would
support an easement allowing parking within the right of way and that
that area could be used for calculating building area . The Selectmen
would also support the zoning change reducing parking spaces from
9 ' x20 ' to 82' x18 ' .
Mr . Russell explained a negotiating session held in Boston at the
offices of Tyler & Reynolds , P .C . and discussed the possibility of
making a pro-tonto offer to Davis somewhere in the amount of $600 , 000
and in exchange , Davis would reserve his rights for further damages
but would allow the Town construction access . Further negotiations
with Davis follow on Wednesday , September 17 . The Selectmen accepted
the report and on a motion made by Mr . Graham, adjourned at 10: 45 P .M.
