HomeMy WebLinkAbout1990-05-22 Board of Selectmen Executive Session Minutes Minutes of the Board of Selectmen Meeting Executive Session -f May 22, 1990 The Executive Session began at 10:05 p.m. in the Conference Room, Town Hall, 16 Lowell Street, Reading, MA. Present were Chairman Russell Graham, Vice Chairman Ensminger, Secretary Hines, Selectmen Nigro and Hoyt, Town Manager Hechenbleikner, Community Development Director Edwards and Mr. Sachetti and McBride from Bear Hill Realty. Section 1 Bear Hill Realty Trust reviewed outstanding issues: access, per- mit process, offsite mitigation, and 21E issues. Members of the Board of Selectmen repeatedly asked what the counter proposal was. The Town Manager indicated that he didn't feel that any of these "issues" were deal breakers. The Board agreed that they need to hear an offer from Bear Hill Realty Trust. Mr. McBride indicated that he will come back with an offer in two weeks on the value of the land/the time for development to start/the phas- ing of the development. A copy of the most recent purchase and sales agreement will be sent to the Board of Selectmen. Section 2 The Town Manager reviewed the situation with Homart. The State DEP has indicated that if the papers are passed on the landfill by July 1, that they will be able to permit a phased closing. There will be meetings with Town, DEP, and Homart people as quickly as possible, and we will work toward that deadline. Section 3 Chairman Graham indicated that he had talked with Town Counsel about the Board of Selectmen' s obligation regarding the Firefighters' contract. Town Counsel advises that the Board of Selectmen should all vote at Town Meeting in favor of amending the budget to meet the minimum manning requirements. On motion by Ensminger, seconded by Hoyt the Board voted to come out of Executive Session at 11:27 p.m. All five members voting in the affirmative, the motion was passed. On motion by Ensminger, seconded by Hoyt the Board voted to adjourn at 11:28 p.m. by vote of 5-0-0. Respectfully sub fitted, George Hines Secretary
