September 8, 1992
The meeting was convened at 7 : 06 p.m. in the Conference Room.
Present were Chairman Dan Ensminger, Vice Chairman George Hines,
Selectmen Bill Burditt and Eugene Nigro, Town Manager Peter
Hechenbleikner, Police Chief Edward Marchand, and John Hanson
from the Joint Labor Management Committee.
John Hanson outlined the process of trying to get an agreement on
the Police contract. He suggested that getting the Union to ac-
cept two years of zero per cent increase warrants the Board's
consideration of staffing guidelines by the Board of Selectmen.
the Board reviewed the Chief's memo from October 1991 estab-
lishing the guidelines. The Chief indicated that normally he
runs five to six people on the day shift not including a Dis-
patcher, six to seven on the first half shift and five to six
people on the last half shift. This includes Superior Officers
and Patrol Officers. The "minimum staff levels" are four, five
and four for these shifts. George Hines asked whether .other com-
munities were using similar sunset language and Mr. Hanson indi-
cated that there are some including Lawrence where this language
came from. The sunset language makes it so it can be used as a
past practice. The memo from the Chief from October 1991 was
developed to give guidance to Lieutenants as to when they can
call back people from overtime. The Chief makes out the schedule
on Thursday for the following week. Bill Burditt asked if the
-- Chief would feel uncomfortable going below the four, five, four
staffing levels and the Chief indicated that he definitely would.
Dan Ensminger asked if there were any administrative problems
that would be caused. The Town Manager indicated that it would
just be an issue that would have to be bargained for the next
contract, but the sunset clause does not require the Town to ap-
prove it the next round of negotiations.
On motion by Burditt seconded by Nigro the Board voted an attempt
to settle the contract between the Town and the Police Officers,
to approve a base staffing level clause of four, five, four, ex-
cluding Dispatchers, the levels to include both Superior Officers
and Patrol Officers, subject to appropriation and sunsetting on
June 30, 1993 . The Board approved the motion by a vote of 4-0-0.
The Board did not take up the minutes of August 25, 1992 because
there were not sufficient members present to approve them.
On motion by Nigro seconded by Hines the Board voted to adjourn
the Executive Session at 7 : 38 p.m. with four members present
voting in the affirmative.
