HomeMy WebLinkAbout1992-07-21 Board of Selectmen Executive Session Minutes Minutes of the Board of Selectmen Executive Session July 21, 1992 The Board of Selectmen met in Executive Session at approximately 9:35 p.m. in the Conference Room, 16 Lowell Street, Reading, Mas- sachusetts. Present were Chairman Dan Ensminger, Vice Chairman George Hines, Selectmen Eugene Nigro and Bill Burditt, Town Coun- sel H Theodore Cohen, Town Manager Peter Hechenbleikner. The Board reviewed Town Counsel's comments on the proposed ice rink lease negotiation positions, as well as the Town Manager's comments. Issues discussed were lease extensions, when the title gets turned over to the Town, the start date of the lease - hours of operation, and definition of major events. At 10:05 p.m. Nelson Burbank, Ken Latham and Brad Latham attended the meeting. The memo from Brad Latham dated 7/16/92 was reviewed. Mr. Latham went over the memo in detail to clarify the issues. The Board established a meeting for August 18 starting at 8 : 00 p.m. in Executive Session. Ted Cohen and Brad Latham will work on the lease outline. Ted Cohen and the Town Manager will meet with the CPDC Chairman and either Dan Ensminger or George Hines. The Town Manager reviewed a proposed settlement to the Police Contract. The Board reviewed the Contract. They were satisfied with all issues except that the draft called for a minimum man- ning clause which would have a sunset clause of June 30, 1993 . The Board felt this would be setting a dangerous precedent and would be hard to negotiate out. The Board rejected the proposed settlement on that grounds. They did agree to look at the pos- sibility of a lump sum clothing allowance if that would help to settle the contract. On motion by Hines seconded by Nigro the Board voted to adjourn the Executive Session. All four members present voted in the af- firmative and the Executive Session was adjourned at 11: 05 p.m. Respectfully submitted: Screta y
