The Board went into Executive Session at 7:55 p.m. Present were
Chairman Eugene Nigro, Secretary Dan Ensminger, Selectmen George
Hines and Russ Graham, Town Manager Peter I. Hechenbleikner,
Public Works Director Tony Fletcher, Assistant Public Works
Director Ted McIntire, and FinCom Chairman Bill Burditt. Tony
Fletcher and Dan Ensminger reviewed the survey material from the
meeting they had on RESCO. The special. counsel and consultants
for the consortium of cities and towns have estimated that RESCO
initial costs of the plant retrofit of $66 million, revised by
RESCO in July, 1991 to $62 million, and further revised by RESCO
in their bill of January, 1992 to $57 million, should really be
$28,800, 000. The Town's share of that, based on our tonnage of
2. 050 of the total plant tonnage, yields a bill of $110, 108. The
Board reviewed a proposed letter to RESCO to accompany the check.
The court date is set for June, 1992 . One of the interesting
facts that was found in the discovery of the court case is that
the retrofitting actually generates additional funding to RESCO,
in the amount of approximately $12 , 100 per day for additional
electricity generated, and additional capacity of the plant
yielding a total of $16, 000 per day additional net income, or
$250,000 per month.
The Board agreed, that based on the advice of special counsel,
the Board of Selectmen would agree to pay $110, 108 . 21 to RESCO as
complete payment for calendar year 1991 pass through costs.
On motion by Nigro, seconded by Hines, the Board voted to adjourn
at 8:20 p.m. , and to come back into Executive Session following
the conclusion of the regular meeting. All four members voted
accordingly and the meeting was adjourned.
The Board reconvened in Executive Session at 11: 23 p.m. The
Board reviewed two labor negotiations issues:
1. The detail agreement between the Town, the Police Superior
Officers, and the Police Patrol Officers. On motion by
Hines, seconded by Ensminger, the Board voted to approve the
agreement and authorize the Town Manager to sign it by a
vote of 4-0-0.
2 . The Town Manager reviewed the Health Insurance issues with
the Board of Selectmen. The Board directed the Town Manager
to proceed with negotiations, but return to a 50-50 split of
health insurance premiums after February, 1994, unless nego-
tiated otherwise.
On motion by Hines, seconded by Ensminger, the Board voted to ad-
journ at 11:30 p.m. , with all four members voting in the affirma-
tive.
