Executive Session
November 16, 1993
The Executive Session convened at 10:45 p.m. Present were Chair-
man George Hines, Vice Chairman Eugene Nigro, Secretary Sally
Hoyt, Selectmen Dan Ensmin er and Bill Burditt Town Manager

On motion by Nigro seconded by Burditt the minutes of October 5,
1993 were approved by a vote of 5-0-0.
On motion by Nigro seconded by Burditt the minutes of November 2,
1993 were approved by a vote of 5-0-0.
The Town Manager noted that no decision has been made on South
Street yet. He understands an Instructional Motion will be of-
fered at Town Meeting and that Town Counsel should be prepared to
address the fact that there is litigation ongoing.
..,The Town Manager has had discussions with Longwood Development
with regard to the purchase of the Pearl Street School. They
have upped their offer to $7,750 per unit or $503,750 for the
whole package. The Town would maintain the lawn service at the
park, and any lighting that was done in the parking lot for the
recreation area. Longwood will handle all of the remaining site
lighting. Town Counsel will be drafting a purchase and sales
agreement, and the Board of Selectmen suggested that we should
have an Executive Session with the Housing Authority and FinCom
at an appropriate time to bring them up-to-date on this project.
The Town Manager asked the Board how they would feel about a
'} three year contract for the Firefighters. The Board indicated
that they would not be opposed, but would like to have some long
range budgeting guidelines in place first. They suggested
perhaps a re-opener for FY 96 may be appropriate.
The Town Manager discussed the issue of the Police Patrol Of-
ficers and Police. -.Superior Officers contract vis-a-vis the Quinn
Bill passage. The Board directed the Town Manager to develop
some kind of a form of using longevity or other means to get
equity in contract negotiations across the Board.
On motion by Ensminger seconded by Burditt the Board voted to ad-
journ at 11: 15 p.m. . All five members present voted in the af-
firmative and the motion was carried.
