Executive Session
September 9, 1997
The meeting was convened at 10:40 p.m. in the Selectmen's Meeting Room, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman Bruce
MacDonald, Secretary Sally Hoyt, Selectman Dan Ensminger, Town Manager Peter
Hechenbleikner.
Land Acquisition
The Town Manager presented the discussion with Drew Dolben regarding settling all remaining
issues on Summit Village. The Board agreed that the last proposal from the Town should be the
final proposal.
On motion by MacDonald seconded by Hoyt, the Board voted to authorize the Town Manager to
reach agreement with Drew Dolben relative to outstanding matters involving Summit Village in
accordance with the Town Manager's letter dated August 22, 1997. The motion was approved
by a vote of 4-0-0.
The Town Manager noted that Town Meeting had approved the disposition of 7,000 square feet
of Plat 131, Lot 8 which is a portion of the Charles Lawn Cemetery on Pearl Street. The
property had been previously offered for sale, and then the potential purchaser backed out. That
property owner is currently interested, and the Town Manager recommended that it be placed for
sale in the amount of$5,050 in accordance with the appraisal.
On motion by MacDonald seconded by Ensminger, the Board voted to authorize the Town
Manager to advertise the sale of Plat 131, Lot 8 in accordance with Town Meeting approval
dated November 1988, subject to the conditions that
1. The minimum value of$5,050 is established;
2. The land will be sold only to an abutting property owner,
3. At the purchaser's expense, the land will be made part of and
re-deeded as an indivisible part of the buyer's lot.
The motion was approved by a vote of 4-0-0.
The Board talked about the Longwood Poultry Farms and the potential for sale of this property to
the Town. The Town Manager presented a packet of material relative to financial impacts
process and procedure. The Board felt that they wanted to see the property, wanted to know
what the recreation needs for the community were, and would like to negotiate with the full
Board of Selectmen.

On motion by Ensminger seconded by Hoyt, the Board voted to direct the Town Manager to:
1. Notify the property owner of the Longwood Poultry Farms that the Town of Reading
is interested in talking with them about possible acquisition of their property;
2. Arrange for a site visit by the Board of Selectmen in Executive Session;
3. Have an "in house" appraisal of the property conducted to determine in a preliminary
way what the value of the property is likely to be;
4. Conduct an "in house" assessment of the need for recreational facilities, both active and
passive;
5. Expand the financial analysis to include all municipal services, and more detailed
analysis of school costs.
The motion was approved by a vote of 4-0-0.
On motion by MacDonald seconded by Ensminger, the Board voted to adjourn their Executive
Session at 11:30 p.m., with all four members voting in the affirmative.
