HomeMy WebLinkAbout1999-07-27 Board of Selectmen Executive Session Minutes - Board of Selectmen Meeting Executive Session July 27, 1999 The Executive Session convened at 10:30 p.m. in the Conference Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Sally Hoyt, Vice Chairman Matthew Nestor, Selectman Camille Anthony, Town Manager Peter Hechenbleikner, Assistant Town Manager Russell Dean and Paula Schena. Discussion of Real Estate Negotiations - 75 Pleasant Street—The Town Manager noted that the property next to the "old" Police Station is for sale. It is 18,000 square feet, and the Town could get an additional 25 parking spaces on it. The property is listed at $225,000. Camille Anthony asked how the Town would pay for it, and the Town Manager noted it would have to bond for the money. Some of the parking spaces could be sold to businesses to offset the cost. Sally Hoyt asked if the property has been appraised. The Town Manager noted that a few years ago it was appraised for$180,000. There is a house on the property. On motion by Hoyt seconded by Anthony, the Board of Selectmen voted to authorize the Town Manager to enter into negotiations with the owner of the property up to $200,000 and report back to the Board. On a roll call vote, all three members voted in the affirmative and the motion was carried. Liti atm— The Town Manager informed the Board that there is potential litigation that the Town could possibly get involved in. The litigation is regarding a former Public Safety Dispatcher Evelyn Spadafora who allegedly had a relationship with a Police Officer. Ms. Spadafora was allegedly harassed by that Police Officer's wife and another wife, and the situation became difficult for her so she resigned as a full-time Dispatcher. Ms. Spadafora is now requesting through Counsel that she be placed on the priority list for the first Police Officer position that becomes available, that she be appointed to the next full-time Public Safety Dispatcher's position and that she be given back pay. Approval of Minutes On motion by Anthony seconded by Nestor, the Board of Selectmen voted to approve the minutes of the Executive Session of May 18, 1999. On a roll call vote, all three members voted in the affirmative and the motion was carried. On motion by Anthony seconded by Nestor, the Board of Selectmen voted to approve the minutes of the Executive Session of May 25, 1999. On a roll call vote, all three members voted in the affirmative and the motion was carried. On a roll call vote, all three members voted in the affirmative and the motion was carried. On motion by Anthony seconded by Nestor, the Board of Selectmen voted to adjourn the Executive Session of July 27, 1999 at 11:30 p.m. On a roll call vote, all three members voted in the affirmative and the meeting was adjourned.
