HomeMy WebLinkAbout2000-09-12 Board of Selectmen Executive Session Minutes Board of Selectmen Meeting Executive Session September 12, 2000 The meeting convened at 9:02 p.m. in the Selectmen's Meeting Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Matthew Nestor, Selectmen Matthew Cummings, George Hines, Camille Anthony, Town Manager Peter Hechenbleikner and Assistant Town Manager Russell Dean. Discussion/Action Items Labor Negotiations — The Town Manager reported the School Committee agreed that they will negotiate with the School Unions for 2V2% salary increases for FY 2002 and will do that negotiation starting immediately. He indicated that for purposes of the Financial Forum on Monday, the municipal side would also show a 2%2% increase. Based on the discussion with Labor Counsel and the potential cost of a three year agreement with the unions, it was suggested that a one-year extension would prove more beneficial to the Town as part of its overall budget strategy. Chairman Matthew Nestor indicated that the financial picture in a few years didn't look any better and supported a one-year extension. The Town Manager was asked about any potential concessions in return for the 2i/2%. He indicated we'd look to have the Head Dispatcher taken out of the Union and simplify the Police payroll as examples. Selectman George Hines stated that he thought a 3 year lowball contract wouldn't work. The unions would have no motivation on this. It was agreed that the Town Manager would try to negotiate 1 year extensions of the existing contracts at a rate not to exceed 2 1/2 %, and try to get some minor improvements such as that noted above. Approval of Minutes On motion by Cummings seconded by Anthony, the Board of Selectmen approved the minutes of their meeting of July 18, 2000 by a vote of 4-0-0. On motion by Cummings seconded by Anthony, the Board of Selectmen approved the minutes of their meeting of August 9, 2000 by a vote of 4=0-0. On motion by Anthony seconded by Hines, the Board of Selectmen approved the minutes of their meeting of June 20, 2000 by a vote of 4-0-0. On motion by Hines seconded by Anthony, the Board of Selectmen approved the minutes of their meeting of May 30; 2000 by a vote of 4-0-0., Board of Selectmen Meeting=Executive Session— September 12, 2000 —Page 2 Approval of Minutes (Continued) On motion by Hines seconded by Anthony, the Board of Selectmen approved the minutes of their meeting of May 23, 2000 by a vote of 3-0-1, with Cummings abstaining. On motion by Hines seconded by Anthony, the Board of Selectmen approved the minutes of their meeting of May 9, 2000 by a vote of 4-0-0. On motion by Hines seconded by Cummings, the Board of Selectmen approved the minutes of their meeting of May 2, 2000 by a vote of 4-0-0. On motion by Hines seconded by Cummings, the Board of Selectmen approved the minutes of their meeting of October 28, 1999 by a vote of 4-0-0. On motion by Hines seconded by Cummings, the Board of Selectmen adjourned their Executive Session Meeting of September 12, 2000 at 9:45 p.m. on a roll call vote with all four members voting in the affirmative.
