HomeMy WebLinkAbout2000-04-04 Board of Selectmen Executive Session Minutes Board of Selectmen Meeting Executive Session April 4, 2000 The Executive Session convened at 11:00 p.m. in the Conference Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Sally Hoyt, Secretary George Hines, Selectmen Camille Anthony and Matthew Cummings, Town Manager Peter Hechenbleikner and Paula Schena. Lincoln Properties The Town Manager noted that he, Assistant Town Manager Russell Dean and Selectman Matthew Cummings met with Lincoln Properties. Regarding property, Lincoln has suggested putting the Deed in escrow. They want to close the office space and then give it to the Town and reduce the price by$1 million. Regarding the title, Lincoln suggests leasing the property until it is closed and capped. Regarding the deposit, Lincoln wants it nonrefundable, if they are not permitted for the site. Lincoln will do a traffic study for offsite improvements. They are considering a recreational facility siting. Chairman Sally Hoyt indicated that she was concerned about losing$1 million. Selectman Matthew Cummings noted that requiring something be done with the office and the refund are deal breakers. If the Town doesn't pursue the office, we will get the landfill capped and closed, a hotel and ball fields. Their concern about the refund is that the Town will move on and keep $250,000. The Town Manager noted that the leasing is not a big issue. The language regarding the deposit can be worked out and the traffic mitigation will be related to the development. We will have to run the numbers for no office. Selectman Matthew Cummings noted that the Town will be gaining 35 units of affordable housing. On motion by Cummings seconded by Anthony, the Board of Selectmen voted to adjourn the Executive Session of their meeting of April 4, 2000 at 11:30 p.m. On a roll call vote, all four members voted in the affirmative and the meeting was adjourned.
