HomeMy WebLinkAbout2000-03-14 Board of Selectmen Executive Session Minutes Board of Selectmen Meeting Executive Session March 14, 2000 The Executive Session convened at 7:25 p.m. in the Berger Room, 16 Lowell Street, Reading, Massachusetts. Present were Vice Chairman Matthew Nestor, Secretary George Hines, Selectmen Camille Anthony and Matthew Cummings, Town Manager Peter Hechenbleikner, Assistant Town Manager Russell Dean, Town Planner Anne Krieg, Town Counsel H Theodore Cohen and Paula Schena. Sale of Real Estate The Town Manager noted that the 30 days to negotiate with Lincoln starts tomorrow. He reviewed the following negotiation points. He noted that there is a need to define the extended stay hotel. The hotel should not be less than 250 units but we do not want to cap the number of hotel units. The Town Manager suggested capping the number of apartment units at no more than 350 with 10% affordable. He also suggested moving up the one bedroom count to lessen the amount of children. There will be a 90 day due diligence. The Town will monitor through CDM. Selectman Matthew Cummings suggested working in the requirement that they market the office space. Vice Chairman Matthew Nestor suggested trying for a three year turnaround period instead of five years. Selectman George Hines suggested starting with a three year turnaround, with $1 million plus the Deed for the office put in escrow. Selectman Matthew Cummings suggested being able to access the interest annually. Selectman Matthew Cummings indicated that we should state how long the monitoring will be for. The Town Manager suggested asking for a portion of the site for recreational purposes and cell towers. Selectman George Hines suggested taking those out because they"muddy the water." The Town Manager noted there would be offsite mitigation. Town Planner Anne Krieg noted there will be a lot of traffic mitigation. Town Counsel H Theodore Cohen suggested making the $250,000 deposit non-refundable, except in certain circumstances. Board of Selectmen Meeting—Executive Session—March 14, 2000—Page 2 Selectman Matthew Cummings suggested noting that the $1 million in escrow will come to the Town. He also suggested working in excluding trash and municipal services such as street lighting and snow plowing. On motion by Anthony seconded by Cummings, the Board of Selectmen voted to adjourn their Executive Session meeting of March 14, 2000 at 8:00 p.m. On a roll call vote, all four members voted in the affirmative and the motion was carried.
