Executive Session
December 18,2001
The Executive Session convened at 7:33 p.m. in the Conference Room, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman Camille
Anthony, Secretary Matthew Cummings, Selectmen Richard Schubert (arrived 7:35 p.m.) and
Gail Wood, Town Manager Peter Hechenbleikner, Town Counsel Joan Langsam and Paula
Schena.
Litigation
Pierce Street - Town Counsel Joan Langsam noted that the Minutes were filed with the wrong
decision, and the Town Planner signed off on three Certificates of Occupancy knowing what the
issue was. Chairman George Hines noted that the neighborhood was fighting because of density
issues but when the developer started marketing to citizens who are 55 and older, the neighbors
withdrew.
Joan Langsam noted that there is nothing in the Town's Bylaws that allows us to do an age
restriction or affordable housing.

The consensus of the Board was to appeal and pursue a settlement, and contact the existing
occupants to see if they would agree to a deed restriction.
Fraen-The Town Manager noted that Fraen is asking for another six month continuance.
Sale of Real Estate
Landfill - The Town Manager noted that Dickinson wants to explore alternatives and is looking
at a village/retail use. He also noted that they could not market the office right now because it is
three years out in the schedule.
Vice Chairman Camille Anthony requested revenue information on the office and hotel.
Selectman Matthew Cummings requested how much square footage will be vacant without the
garage, office and hotel.
A motion by Cummings seconded by Anthony to adjourn the Executive Session at 8:02 p.m. was
approved on a roll call vote with all five members voting in the afftnnative.
The Board reconvened in Executive Session at 10:15 p.m. in the Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman Camille
Anthony, Secretary Matthew Cummings, Selectmen Richard Schubert and Gail Wood, Town
Manager Peter Hechenbleikner and Paula Schena.

Labor Negotiations
The Town Manager noted that he tried to offer $100 for defibrillator use, in exchange for the
Parking Enforcement Officer. Labor Counsel states that there is language in the contract that
states only Police Officers do Police work and that would have to be decision bargaining.
The Board directed the Town Manager to have Town Counsel investigate creating a Parking
Department.
Approval of Minutes
A motion by Cummings seconded by Anthony to approve the minutes of the December 11, 2001
Executive Session was approve on a roll call vote with Hines, Anthony, Cummings and Schubert
voting in the affirmative and Wood abstaining.
A motion by Cummings seconded by Schubert to adjourn the Executive Session at 10:20 p.m.
was approved on a roll call vote with all five members voting in the affirmative.
