Executive Session
November 27, 2001
The Executive Session convened at 7:30 p.m. in the Conference Room, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman Camille
Anthony, Secretary Matthew Cummings, Selectmen Richard Schubert and Gail Wood, Town
Manager Peter Hechenbleikner, Police Chief Bob Silva and Paula Schena.
The Town Manager noted that the Town has purchased defibrillators with grant money for Police
vehicles. The standard is to pay with a stipend — the Fire Fighters receive a $100 stipend per
year and the Town of Tewksbury Police Department pays a$2,000 stipend per year.
The Police want a trade off of putting their holiday pay into their base pay for the purposes of
determining reimbursement for the Quinn Bill. In exchange, they will attend six hours of
uncompensated training. The cost of putting the holiday pay into their base would be $350 per
Officer per year.
The Board requested a plan of how it will be funded and implemented before making any
decisions.
A motion by Anthony seconded by Wood to adjourn the Executive Session at 8:15 p.m. was
approved on a roll call vote with all five members voting in the affirmative.
The Board reconvened in Executive Session at 9:55 p.m. in the Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman Camille
Anthony, Secretary Matthew Cummings, Selectmen Richard Schubert and Gail Wood, Town
Manager Peter Hechenbleikner and Paula Schena.
Labor Negotiations
The Town Manager reviewed the draft DPW contract. He indicated that it provides for a 2.5%
increase in the first year and 2/1 in the second year. It also provides for a four hour rest period in
the calculation of 24 consecutive hours.
A motion by Anthony seconded by Schubert to accept the Agreement between the Town of
Reading and the Department of Public Works substantially in the form presented effective July
1, 2002 was approved on a roll call vote with all five members voting in the affirmative.
Approval of Minutes
A motion by Schubert seconded by Wood to approve the minutes of their October 30, 2001
Executive Session was approved on a roll call vote with Hines, Anthony, Schubert and Wood
voting in the affirmative and Cummings abstaining.
A motion by Schubert seconded by Cummings to adjourn the Executive Session at 10:10 p.m.
was approved on a roll call vote with all five members voting in the affirmative and the meeting
was adjourned.
