HomeMy WebLinkAbout2002-10-22 Board of Selectmen Executive Session Minutes Board of Selectmen Meeting Executive Session --- October 22, 2002 The Executive Session convened at 7:02 p.m. in the Town Hall Conference Room, 16 Lowell Street, Reading, Massachusetts. Present were Chairman Camille Anthony, Secretary Richard Schubert, Selectmen George Hines and Gail Wood, Town Manager Peter Hechenbleikner, Town Counsels Joan Langsam and Yvonne Gonzalez, Paula Schena. Landfill Update The Town Manager noted that Dickinson wants to pass papers on November 11th which is a holiday so he suggested November 12th. The $3 million and deed will go into escrow until the Conservation Commission appeal period is over and the building pen-nits are issued. Yvonne Gonzalez noted that the letter of credit will be for one year at a time. If the bank chooses not to renew, then we can go after the full $3 million. The Town Manager noted that the schedule for the Town to draw is being worked on. Fraen Settlement Joan Langsam noted that Fraen wouldn't let us test their property unless we signed the agreement but she had a problem with the agreement. We did testing around the perimeter of the site and are waiting for the results. Joan Langsam noted that we will pay them $25,000 and agree to do paving up to $25,000. Welch Settlement Joan Langsam noted that we will put in language that they will comply with Chapter 4013. They agreed to paving, curbing and sidewalk from their property to Salem Street. They want to wait until Spring to do paving and sidewalks. Chainnan Camille Anthony suggested that they get a bond in the full amount. Town Counsel indicated she will get financial assurances if the work is not done by December 1, 2002. Approval of Minutes A motion by Schubert seconded by Wood to approve the Executive Session Minutes of August 28, 2002, as amended, was approved on a roll call vote with all four voting in the affirmative. A motion by Schubert seconded by Wood to approve the Executive Session Minutes of September 10, 2002 was approved on a roll call vote with all four members voting in the affirmative.
