Executive Session
January 29, 2002
The Executive Session convened at 7:32 p.m. in the Conference Room, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman Camille
Anthony, Secretary Matthew Cummings, Selectmen Rick Schubert and Gail Wood, Town
Manager Peter Hechenbleikner, Police Chief Bob Silva and Paula Schena.
Labor Negotiations
Police Chief Bob Silva noted that the Patrol Officers are willing to give the Town six hours of
training in support of the Parking Enforcement Program. They also want holiday pay in the base
pay for determining the Quinn Bill. If there is a vacancy due to attrition, then they want the
Parking Enforcement Officer position to be eliminated before a full-time Police Officer is
eliminated. They can do without a salary Officer for six months but not permanently. The cost
to the Town would be $324 per Officer.
The Town Manager noted that the Superior Officers already have holiday pay in their base pay.
The Superior Officers want the same as the Fire Department for defibrillator use - $125/year.
Vice Chairman Camille Anthony indicated that this would cost the Town approximately
$10,000. Selectman Matthew Cummings noted that the budget is $125,000 out of balance and
there is nothing to give away.
The consensus of the Board was that tying the Parking Enforcement Officer to the defibrillator
use was the wrong thing to do. It was also the consensus of the Board to offer $125 for the
defibrillator use and no reference to the Parking Enforcement Officer.
Approval of Minutes
On motion by Cummings seconded by Anthony, the Board of Selectmen approved the Executive
Session minutes of January 8, 2002 on a roll call vote with all five members voting in the
affirmative.
On motion by Wood seconded by Schubert, the Board voted to adjourn the Executive Session of
January 29, 2002 at 8:10 p.m. On a roll call vote, all five members voted in the affirmative and
the Executive Session was adjourned.
