Topics of Discussion:
CM and JW being absent from this meeting, acting chair, RW, appointed associate member,
VA to fill in as a voting member for this meeting.
Mill Street — JB and VA attended recent meeting of the Conservation Commission
regarding what happened at the Mill St Bridge where actions were taken by North Reading
without proper notice to the town of Reading and a meeting with Reading & North Reading
representatives.
32 Lincoln/Depot Shingles (AR) from Romano Roofing; shingle company representing
owner of the Reading Depot who was unable to attend. The current skylights planned to be
replaced. There is currently copper flashing used on the existing slate roof. Work is
planned to be done in the spring. The options offered along with ballpark costs are:
• Landmark Certainteed. Proposed conventional shingle give look of wood shingles,
about 1/3 the cost of slate with possible life of 40-50 years per AR; not confirmed in
brochure.
• Highland Slate. Certainteed. Fiberglass shingle. Lifetime 50 year transferrable. Per
AR possibly good for another 10 years. About $45-50k to replace. AR to check if
warrantee is impacted by copper flashing.
• Inspire composite slate Classic Lifetime 50 year transferrable. Per AR possibly good
for another 10 years. About $70-75K. AR to check if warrantee is impacted by
copper flashing.
• Natural Slate $95-100k. 100 year roof. Copper flashing would increase cost about
$25K.
JB also mentioned the metal roof option as suggested by JW at last month's meeting.

RHC is considering the middle options (Highland & Inspire). AR will obtain samples of these
products for review. RHC will visit site and review samples. Ron will let the town know the
progress made. AR mentioned owner's intension is to perform work next spring.
• 35 Scotland Rd - Jean Delios and Julie Mercier did speak to town counsel whose
position is that the now demolished garage is not on the Inventory of Historical and
Architecturally Significant Structure, therefore not within the jurisdiction of the Historical
Commission. The Building Inspector will address the demolition without a permit as a
violation of the building code. RHC has concerns about town counsel's assessment of
the RHC position as the structure in questions is in fact referenced on the Inventory and
where the RHC's practice has been to consider such referenced structures to be within
the Bylaw. RW will contact Chris Skelly at MHC regarding how to deal with such
structure.
• Inventory documents: not yet copied for members; JB to follow up with CM, RHC also
discussed reviewing inventory sheets to determine the best way to deal with secondary
structures.
Finances JB will follow up with town hall and CM regarding the current process for
submitting reimbursement forms. JB will also contact CM regarding the plaque
application received and clarify that procedure.
Reading Street Faire Great event. RHC spoke about how to improve how we display.
There were a few inquiries to be addressed.
• Archives VA to follow up on inquiries received on Town Day.
Minutes VA moved to approve the minutes as amended from September 7, 2016;
SRS seconded; All in favor 4 - 0.
