Topics of Discussion:
35 Scotland Rd - Mike Sullivan (MS) owner of 35 Scotland Rd, Joshua Latham (JL)
attended. MS had applied for a demo permit to demolish the garage, but demolished
the structure prior to receiving the permit; hence he didn't go thru the proper demolition
delay process as determined by the Building Inspector. The Building Inspector had
advised MS that before he could issue a foundation permit for a proposed new garage,
MS would have to obtain RHC's approval on the original demolition permit. At this
meeting, JL requested that the RHC not consider the garage covered under the bylaw.
RHC determined that where the garage is specifically mentioned on the inventory sheet,
it has been RHC's position that such structure is covered by the bylaw and consistent
with that practice this garage is covered. Therefore, RHC denied JL's request as to Ele -se
inconsistent with the bylaw. In order to avoid having to uphold the bylaw requirement
imposing a 2 year moratorium on all subsequent permits for that property, RHC
determined to ask town counsel's opinion whether RHC could retroactively approve the
demolition permit in this case, as the Building Inspector requested.
Depot Shingles (AR) from Romano Roofing shingle company representing owner of the
Reading Depot who was unable to attend. Owner is concerned about damage from
falling slate shingles and wants to replace all the slate shingles. AR is suggesting an
architectural shingle be used as the replacement. RHC asked about replacing with slate
as per the applicable preservation agreement governing the Depot. Deed restrictions
states that the present slate roof shall be kept in good repair and retained for as long as
possible. AR suggested that slate replacement is too expensive but he did not have a
breakdown of the options. The Reading Selectmen hold that deed restrictions on this

property and have discussed this issue and have sought the RHC's opinion. VA asked
about owner obtaining a grant to help pay for the roof as the Senior Center did. RHC
asked AR to have a list of options for the RHC October meeting and hope to make a
decision at that time. We will notify the Selectmen that we are awaiting additional
information from Roofer regarding replacing with slate.
228 Woburn St — Tour VA, SRS and JB went on August 24 met with Steve Garrey the
owner who is doing a quality job having the window refurbished.
• Finances
• JB moved that the RHC reimburse VA up to $15.00 to cover the cost of printing
photos of 228 Woburn and Lobs Pound Mill. CM seconded Vote 5-0.
• Payment for Inventory Documents were not processed properly for last fiscal year
and cannot come from current fiscal year's budget because it was incurred in the
prior year. CM moved to reimburse JW for the maps using the donation fund. JB
seconded. Vote 5-0.
• RW moved that 4 copies of the Historical and Architectural inventory be copied for
RHC members using the RHC budget funds. CM seconded, Vote 5-0.
• SRS moved that we reimburse CM for printing of the Sanborn maps up to $200. JW
seconded. VOTE 5-0.
Reading Street Faire
o Sanborn map compilation in progress.
o Canopy all set from Reading Recreation.
o Materials for the booth are boxed up and ready to transport to the booth (VA).
o Reminder to get materials out of the town Archives by September 8.
Inventory documents all set: not yet copied for members.
Archives VA & CM Still working. The RPL received some books about Reading history
from the high school and has donated them to the RHC.
• Demolition Delay Mitigation funds from Haven St still not received and 258 Main St
Owner claimed there had been an oversight and are in the process of paying.
Minutes CM moved to approve the minutes as amended from July 19, 2016. JB
seconded Vote 5-0. JB moved that the minutes as amended from August 9, 2016. JB
seconded Vote 5-0.
Lobs Pound Mill RHC reviewed what was discussed at prior night's Selectman's
meeting regarding work done at the Mill Street Bridge area on the North Reading side
using river bed stones and having equipment in Reading. Several town residents voiced
concerns at the meeting.
