Whyte Topics of Discussion: Pursuant to a legally posted meeting, the meeting September 12, 2016 convened In the Community Room located at 22 Frank D. Tanner Drive, Reading Town Hall at 5:30 PM A regular business meeting of the Reading Housing Authority was held on Monday, September 12, 2016 at 5:30 P.M at the office of the Reading Housing Authority the town of Reading, Mass. The meeting was called to order at 5:35 P.M. with the Chair, Kevin F. Mulvey presiding. Those members present and forming a quorum were Richard Robbins, Diane L. Cohen, and Lynn Hodgdon as well as the Secretary/Executive Director, Lyn Whyte. Tim Kelley was absent. Minutes Move Richard Second Lynn Vote 3-0 17-020 VOTED: To accept for the record the Minutes of the Annual Business Meeting of August 1, 2016, as presented. Finances Move Richard Second Lynn Vote 3-0 17-021 VOTED: To approve and sign the checkroll/billroll for the period for Accounts Payable Check #6466-6531 Payroll Summary as presented for August, 2016. Section 8 Voucher Program; September 1, 2016 wire transfer in the amount of $110,757.59 as presented. Finances Move Richard Second Lynn Vote 3-0 17-022 VOTED: To certify receipt of monthly operating statements for all RHA programs for the months end, July 2016 of the current fiscal year. Pepe 1 1 Certificate of Final Completion: FISH #246049 Move Diane Second Richard Vote 4-0 17-023 VOTED: To approve, sign and submit the Certification of Final Completion to DHCD in the amount of $21,453.60 for costs associated with project number 246049; Installation of exterior fencing throughout Frank Tanner Drive, our 667 1 &2 elderly developments. Project costs to be reimbursed to RHA by DHCD through capital funding program. Personnel Matters: - Confirmation of submittal of Board Attendance to DHCD for month of August, 2016 was provided to Board. - Documentation provided to Board Members regarding amendment of section 5 of Chapter 121B, the state public housing law, relative to the state appointee slot on the Board of local housing authority. Report of Programs: - Vacancy Report- Emily Lamacchia, State Housing Manager provided her monthly report.. - Sec 8 Report- Report provided by Executive Director - Resident Service Coordinator- Current Tannerville Newsletter provided. - Monthly Work Order/Maintenance Report for month of August, 2016. - Forwarded approved June 2016 Board Meeting Minutes to Town Clerk 8/2/16. New Business: - Correspondence from MassNAHRO Public Housing Committee regarding ongoing housing management items affecting local housing authorities. It is a summary of expected changes that all Board Members should be aware of. - The Executive Director requested Board approval to close out 667 1&2 FISH project #246049; installation of fencing throughout the elderly complex in the amount of $21,453.60 for the RHA fiscal year 2017 and submit all supporting documentation to DHCD for reimbursement of all costs associated with said project. Upon discussion and review of all documents, motion was presented and approved. - Correspondence from Department of Housing and Community Development (DHCD) regarding Public Housing Notice 2016-25 on upcoming Regulation Hearings scheduled prior to implementation of changes in housing regulations was provided to the RHA Board for their review. This notice is representative of significant reforms to the state public housing system governed by Chapter 235, "An Act Relative to Local Housing Authorities", signed into law on August 6, 2014.
