Discussion/Action Items - Final Meetina Open Item Review - Bob Labrecque reviewed the as built schedule. The budget overrun has decreased by the amount of the Danis lease security deposit in the amount of $13,000 to be returned to the project. The project is presently forecasted at $137,000 over budget. September activities included about 30+ trade's people per day to attain substantial completion other than the millwork. Some of the remaining work Includes finials on the Porte cochere and two turret spires; millwork; complete the HVAC and electrical systems; start landscape maintenance; continue the punch list; complete owner training and turnover of attic stock. A walk through was conducted today with Sarnifil the roof manufacturer. David Hutchinson asked If there were any leaks and Bob Labrecque noted there was one small one that will be taken care of. David Hutchinson asked if there are any conditions on the C of O and Bob Labrecque Indicated there are not. Chris Colos noted that the project is essentially done, but there is a punch list. Budget - Bob Labrecque noted that there is remaining work to be done. The FF&E and shelving are complete. The signage is substantially complete other than the entry sign. The access control system Is complete. The move is complete and he noted that all parties who worked on it did an excellent job. David Hutchinson asked about the cracks in the retaining wall on the Deering Street side. Chris Colos noted that shrinkage is normal - the cracks are not structural. Bob Labrecque Page I 1 Ad Hoc Library Building Committee Minutes - October 13, 2016 - Daae 2 noted that this wall Is well designed and built and it is on stable ground. A final walk through of the site remains to be done. David Hutchinson asked if the project costs are going to stay within predictions and Bob Labrecque noted they should. Marc Moll asked where the percentage of change orders stand in regards to the norm. Bob Labrecque noted that the unforeseen are higher than the norm because a lot of things were hidden and burled behind walls and two layers of ceilings. Issues are hard to uncover when the building remained fully occupied. Chris Coios noted that this was a huge project and this is typical of a building that's been modified in the past. Bob Labrecque noted it has been put back together with the best quality for the value and re -constructed to last another 50 years. Site Lighting Issue - Bob Labrecque noted that they are working on solutions and some neighbors actually love the lighting. Chris Colos noted that a film test was done and we cannot get a dimmer that will work with the 208 voltage lighting. They cataloged and compared the actual lighting to the photometric and It matched the ground photometric. The vertical lumens are no different than the street lights. He recommends a permanent shield and the manufacturer will help design the shields with different ratios and determine if they work. He thinks the shield is the best solution and the manufacturer is willing to help out they just need some time to create. CBT Is committed and will resolve the issue. Bob Labrecque noted there's been talk regarding replacing the lighting but that is not really an option. The electrician did swap out 2 of the 12' lights along the path to School Street with the 4' bollards. Mike Ahl, resident of School Street, noted that the Town should not have to pay to resolve the lighting Issue. Joe Huggins noted that Facilities is looking at sliding a shade over the bulbs and there are other possible solutions. They have discussed this with Jean Delios. Mike AN noted that on September 291h he was assured that bushes would be planted to block the headlights, but the bush Is only one foot so it doesn't block the light. David Hutchinson noted that we can put up a temporary fence to block the lights. Chris Coios noted that the bushes need room to grow. Joe Huggins noted that they put fence posts in today and it will be done with installation of fencing by the end of next week. Mike AN asked about the warranty on the wall and Bob Labrecque noted there is a one year warranty on the wall. The drainage is built In and it is a well designed and built wall. He does not foresee any problem with it. Chris Coios noted that If any crack gets large enough the contractor would need to FlII them with epoxy. He will add this to the punch list. Mike Marchetti noted that the eyeball test is that there Is way too much light beyond the walkway. He asked if there is any possibility that two fixes will be put in place because a lot of neighbors say there is too much lighting. Bob Labrecque noted that the lights are turned off 15 minutes after the Library closes four nights a week. Chris Coios noted that the problem is the elimination of the light and that is what will be resolved. David Hutchinson noted that the visual Flare has been acknowledged and it will be addressed. Mike AN asked if new plans were done and Chris Coios indicated no, the specs did not change. Bob Labrecque noted that the original survey Indicated there was light spillage along the Soucy line so we swapped out the bollard because the street light helped light the area at the end of the walkway to School Street. Page 1 2 Ad Hoc Library Buildina Committee Minutes - October 1 Mary Soucy asked about the old Library lighting. Joe Huggins noted that there Is more area to light now and we will have to light longer on the weekends because there is a lot of foot traffic through the site and shutting down at 5:00 p.m. on the weekend is not a good idea. A resident asked about the regulations to how many lights are left on in the building. Joe Huggins noted that is according to code should there be a fire in the building. Chris Coios noted code requires stairs, egress and generally throughout the building there has to be some level of light. Mike Marchetti noted that on the upper level there are two or three big windows and the lights are on all night and there are no shades. Joe Huggins noted that there is a custodian there every night until midnight. A shade will be added to the community room door. Amy Lannon noted that the shades go down at sundown. The lights should be off in rooms if they are not being used. Bob Labrecque noted that the entry vestibule does not require shades. Mary Soucy noted that the School Street walkway is not accessible with carriages. Chris Coios noted that is not the main entrance to the Library. Only the main entrance has handicap ramps. He also noted that the School Street side is very steep. A resident asked if the sodium light will be coming down on Deering Street that lights the parking lot. Joe Huggins noted that it is a RMLD fixture that lit the parking lot previously. He will mention it to the RMLD tomorrow. Greg Stapler left the meeting. Dissolution and Discharge - Turn over to the Town - David Hutchinson noted that he reviewed the charge of the committee and we have fulfilled all of the requirements. The Certificate of Occupancy has been issued so he proposes that the committee Is done. Rachel Baumgartner asked if the building is considered to be complete and David Hutchinson noted that the building Is built and we're living in It. Bob Labrecque, Joe Huggins will work on completing the project. Amy Lannon noted that they have been running under so much pressure there is a feeling that something might be missing so if staff finds something they should take a picture and send it to Bob Labrecque. The staff area has been the last to get addressed. Vicki Yablonsky thanked the committee and staff for an amazing job and noted it is absolutely beautiful. David Hutchinson noted he will write a final report to the Selectmen and Town Meeting. A motion by Newton seconded by Dubois to dissolve and discharge the committee was approved by a vote of 6-0-0.
