Board - Committee - commission - Council: Ad Hoc Library Building Commies SEP 11 ) Date: 2016-08-18 Time: 7:00 PM Building: Reading Town Hall Location: Conference Room Address: 16 Lowell Street Session: Open Session Purpose: General Business Version: Attendees: Members - Present: Chairman David Hutchinson, Vice Chairman Rachel Baumgartner, Cherrle Dubois, Gregory Stepler, Jane Kinsella, Nancy Twomey and Bob Newton Members - Not Present: Marc Mall Others Present: Bob Labrecque, Joe Huggins, Vicki Yablonsky, Kevin Cabuzzi, Amy Lannon, Paula Schena and Joseph Huggins, Jr. Minutes Respectfully Submitted By: Secretary Topics of Discussion: Approval of Minutes A motion by Dubois seconded by Newton to approve the minutes of July 14. 2016 as amended was approved by a vote of 7-0-0. Discussion /Action Project Activity and Timeline Update - Bob Labrecque reviewed pictures of the project. He noted that the parking lot was striped today and the plants will be tagged next week. The AMH was installed and tested. Amy and staff will be over there training on September 15Th. The Installation of book shelving has started. Bob Labrecque reviewed the site photometric plan and noted the site lighting on School Street has been checked. There are two of the 12 foot poles that are projecting more light onto the Soucy property. It is anticipated that dimmers will be added to them. Otherwise the worst case scenario is that they would have to retrofit them with a lower bollard base at a cost of approximately $2,400 each. He noted that light poles are a specialty item so it is more practical to try dimmers first. Amy Lannon noted that a goodwill effort would be to replace them in the future and perhaps seek donations for it. Bob Labrecque noted that the fencing will be kept up as long as possible until after the landscaping is done. They will be relocating a tree and installing arborvitae along the east end of the parking area. Rachel Baumgartner noted they are actually yews, not arborvitae. Bob Labrecque noted that the bike rack was moved to the east side of the site due to grading issues. A gate will be installed by facilities to block off access behind the fence to address the neighbor's concerns about kids hanging out in there. Trumpet vines will be planted to cover the back side of the fence so the neighbor won't have to look at it. It was noted that changes were made to address the neighbor's concerns. He is holding $175,000 in the requisition for the balance of the millwork. The carpeting is nearly completed. Installation of the resilient Flooring has resumed. They have started installation of the porcelain pavers but there is an issue with the sub straight in the reception area. An anti -fracture membrane is required to be installed over the wood subfioor by the manufacturer under the porcelain pavers. Interior painting continues and drywall is coming to a close. Doors and hardware have been installed except for three that will be installed on Monday. The elevator was tested and inspected on Tuesday. They are working on the emergency phone system. Internet access is now live in the building and the HVAC work is nearing completion. The Fire Department tested the fire alarm system and has required adding two horn strobes. Bob Labrecque noted that the Engineer started the punch list on the MEP system. Water was tested today. There HVAC systems are required to be operational before the Engineer will sign off. He expects the structural affidavit on Tuesday. The Library signage is due to start next week. The temporary C of O is anticipated on August 301h. David Hutchinson asked if the shelving needs to be completed to get in and Bob Labrecque noted the second Floor does because it has the lighting that is integral with it. Certain desks such as the reception, reference and self check are required to be installed and in place as they have electrical in them. He has advised the contractor that he can work 24/7 yet they all leave at 3:30 every day. David Hutchinson asked if there are any charges for furniture storage and Bob Labrecque noted there is but it is minimal. David Hutchinson asked if we can bring the balance of the furniture in and Bob Labrecque noted no, it Is safer in storage. Budoe[ - Bob Labrecque noted that there has been an uptick on changes. The final projected cost within this budget update is a $67,000 overrun at the present. The contractor remains to provide backup to close out a significant number of changes. It was noted that the majority of the change work is however completed. Amy Lannon asked about the builders risk insurance and Bob Labrecque noted we need substantial completion by September 8, 2016 as the policy ends on that date. The "hot work" is done and the risk is minimal to the building at this point In time. The gas service Is hooked up and the boiler is working. David Hutchinson asked about a water stain on the ceiling and Bob Labrecque noted that there were a couple of leaks In the sprinkler lines when they were charged. Ceiling tiles shall be replaced. Rachel Baumgartner asked if the millwork gets done in the shop or onsite and Bob Labrecque noted that the majority is done in shop. He advised Delphi 15 months ago to replace the millworker and they elected not to replace them. Delphi has three carpenters of their own on site and anticipates that they will need to start installing millwork for their subcontractor. Vicki Yablonsky noted that the elevator was not outfitted to lock down certain Floors at night and Bob Labrecque assured her that will be done. A quote has been requested from the elevator company. Vicki Yablonsky noted that they must have that because they cannot have night meetings without it. David Hutchinson asked if the change order metric is high and Bob Labrecque noted it is high. Vicki Yablonsky asked if It is high for an old building and Bob Labrecque noted it usually is 8 - 10% and we are at 15% but some are owner driven. In the end we want a good value. Page 1 2 Ad Hoc Library Building Committee Minutes - August 18 2016 - oaae Q Rachel Baumgartner asked if there will be any project energy savings and Bob Labrecque replied no. He noted that the exterior walls in the old building do not have insulation as the brick walls need to dry from the inside out during the winter months otherwise brick would spauld and crack. Joe Huggins noted the energy costs will be higher because even though they are using energy efficient lighting, there is more lighting. David Hutchinson noted that the next meeting will be on September 15, 2016. Amy Lannon noted she is setting up tours the week of September 15th for abutters, press, Board of Selectmen, Finance Committee, etc. Bob Labrecque noted he is looking at a September 26 - September 28 opening.
