Executive Session
April 14,2009
The meeting convened at 7:02 p.m. in the Town Hall Conference Room, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman Stephen Goldy, Vice Chairman Ben
Tafoya, Secretary James Bonazoli, Selectmen Camille Anthony and. Richard Schubert,
Town Manager Peter Hechenbleikner and Assistant Town Manager/Finance Director Bob
LeLacheur.
Labor NOgotiations
Health Insurance - The Town Manager reviewed the proposed agreement reached through
coalition bargaining between the Town and its employees and retirees regarding health
insurance. The employees have agreed to a three tiered program modeled after the GIC but run
through MIIA. In order to achieve the result, there will be a change in the split between the
Town and employees from 70/30 to 71/29. The savings from changing to the program is
$400,000 to the Town, and the change in the split is in recognition that employees will have a
larger amount of payments because of increased co-pays.
The members of the Board of Selectmen expressed concern about changing the percentage split,
and advised that they wanted issues like that brought to them in advance.
The Town Manager noted that the health insurance premiums were part of the comparability
when looking at the Pay and Classification Study that was recently completed.
On motion by Anthony seconded by Tafoya, the Board of Selectmen voted to approve the
agreement with the Public Employee Committee rel arding health insurance for employees
and retirees for the term effective June 1,2009 to June 30, 2010,including the change to the
three tiered M1IA program, with a split of premiums of 71% town, 29% employee/retiree,
and that the Board of Selectmen authorizes the Town Manager to sign the agreement on
the Town's. behalf On a roll call vote, all five members voted in the affirmative and the
motion was carried.
On motion by Schubert seconded by Bonazoli, the Board voted to approve the Executive
Session Minutes of March 17, 2009, as amended, on a roll can vote with all five members
voting in the affirmative.
On motion by Schubert seconded by Anthony, the Board voted to approve the Executive
Session Minutes of March 31, 2009, as amended, on a roll call vote with all five members
voting in the affirmative.

On motion by Anthony seconded by Schubert, the Board voted to adjourn the Executive i
Session of April 14, 2009 at 7.36 p.m. on a roll call vote with all five members voting in the
affirmative.
