Executive Session
August S, 2008
The Executive Session convened at 7:05 p.m. in the Conference Room, 16 Lowell Street,
Reading, Massachusetts. Present were Vice Chairman Ben Tafoya, Secretary James
Bonazoli and Selectman Camille Anthony, Town Manager Peter Hechenbleikner, Police
Chief James Cormier and Office Manager Paula Schena.
The Town Manager noted that Chief Cormier did a memo regarding a proposal for an
Assistant Chief position. The reasoning is that the Executive Officer is union and works
four days on and four days off. The Chief needs someone to work weekdays and be non-
union.
Chief Cormier noted that scheduling is the big issue and there are also a lot of
confidential issues. There is a potential for conflict when an officer has to discipline
someone in the same union. He noted that this is a trend in Police departments now. He
proposes the Assistant Chief work a similar schedule to his. He would give current staff
first chance before going outside.
Camille Anthony asked if he will restructure the duties of the Lieutenants. Chief Cormier
noted that the Assistant Chief will do the support services, help work on negotiations and
confidential matters,do research and development.
Camille Anthony requested Chief Cormier to come back with a job description for both
the Executive Officer and the Assistant Chief positions.
Ben Tafoya indicated he would like to see the benefits of having a Business
Administrator.
A motion by Bonazoli seconded by Anthony to approve the Executive Session
minutes of June 3, 2008 was approved on a roll call vote with all three members
votin,g in'the affirmative.
A motion by Anthony seconded by Bonazoli to adjourn the Executive Session at 7:37
p.m. was approved by a vote of 3-0-0.
