Executive Session
February 28, 2006
The Executive Session convened at 11:05 p.m. in the Town Hall Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were Chairman Camille Anthony, Vice Chairman
Richard Schubert, Secretary Joseph Duffy, Selectman Ben Tafoya, Assistant Town Manager
Bob LeLacheur, Town Manager Peter Hechenbleikner and Paula Schena.
Labor Negotiations
The Town Manager noted that he is in negotiations with the Fire Fighters regarding CDL
licenses. He noted that all Public Works' employees have a CDL but are not paid extra for it.
Congress does not require CDL's for Fire Fighters because a vast majority of them are
volunteers. The only other community in our area that does it is Andover, and they pay 3% of
base salary and that is what our Fire Fighters are asking for.
The Town Manager noted that the benefits to requiring Fire Fighters to have a CDL include a
high level of training and maintenance of that training for heavy vehicles. The Fire Fighters
would also be subject to random drug and alcohol screening as are all of our DPW employees.
The Town Manager indicated that he felt this is worthwhile doing but the Union has not agreed
to it yet.
Vice Chairman Richard Schubert noted that this should be dealt with on the State level. The
consensus of the Board was to not move forward with this.
A motion by Tafoya seconded by Schubert to adiourn the Executive Session of February
28, 2006 at 11.35 p.m. was approved on a roll call vote with all four members votiniz in the
affirmative.
