Executive Session
May 16,2006
The Executive Session convened at 9:25 p.m. in the Town Hall Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were Chairman Camille Anthony, Secretary
Stephen Goldy, Selectman Ben Tafoya, Assistant Town Manager/Finance Director Bob
LeLacheur,Town Manager Peter Hechenbleikner and Paula Schena.
Litigation
The Town Manager reviewed the Joey Joseph case regarding a train incident. Mr. Joseph was a
conductor on a train that hit a woman. He refused to give an ID to the Police so the Police
removed him from the train. He charged the Reading Police Department with false arrest and
discrimination. He was demanding over six figures and then dropped down to $30,000. The
Judge ordered us to settle. The Town Manager noted that if he had been driving a car, he would
have to show a license but there are no laws for trains.
Land Acquisition
The Town Manager noted that this is for the property at 1481 Main Street. The owners know the
property is not worth $1.2 million. The Town had an appraisal done and it was valued at
$675,000. The Town Manager noted that Brad Jones put $350,000 in the House Budget and if
we make a deal,he will ask the amount to be increased to half the cost.
The Assistant Town Manager asked if there were any additional costs involved, and the Town
Manager noted approximately $50,000. The Board directed the Town Manager to try to
negotiate for$776,000 but not to exceed $805,000.
