Executive Session
April 27, 2004
The Executive Session convened at 10:20 p.m. in the Town Hall Conference Room, 16 Lowell
Street, Reading, Massachusetts. Present were Chairman George Hines, Vice Chairman
Richard Schubert, Secretary Gail Wood, Selectmen Camille Anthony and Joseph Duffy,
Town Manager Peter Hechenbleikner and Paula Schena.
Litigation
The Town Manager noted that the Selectmen needed to approve the Workers' Compensation
settlement in the amount of $25,000 for RMLD employee Andrea'Fitzpatrick. The Reading
Municipal Light Board has already approved it.
A motion by Wood seconded by Anthony to approve the Workers' Compensation
settlement for Andrea Fitzpatrick in the amount of$25,000 was approved on a roll call vote
with all five members voting in the affirmative.
Approval of Minutes
A motion by Wood seconded by Anthony to approve the Executive Session minutes of
March 23, 2004 were approved on a roll call vote with all five members voting in the
affirmative.
Labor Negotiations
The Town Manager noted that the guidelines he has been following in negotiations is not to
exceed 2% for COLA, total cost of contract not to exceed 2.5% per year including COLA, and
try to eliminate sick leave buyback.
The Police Officers are .asking for 5% and numerous other items. The Superior Officers are
asking for 6%per year. The Dispatchers are asking for 0%, 1.5% and 1.5%with holiday pay in
their base pay which will effect their overtime.
The Fire Fighters are close to a contract. They want a flat amount for the first year, and split the
2nd and 3rd years for a total of 7.5% for three years.
DPW has agreed to getting rid of sick leave buyback going forward but they want 3.5% for three
years. The Board directed the Town Manager to buy out sick leave buyback but at below 3%.
A motion by Anthony seconded by Wood to adjourn the Executive Session meeting of April
27, 2004 at 10:55 p.m. was approved on a roll call vote with all five members voting in the
affirmative.
